Individual User-Derived Assessments of Earthquake Early Warning Systems
How does multi‐hazard communication influence risk perception, attitudes, and behaviour
Our understanding of the effects of multi‐hazard contexts on risk perception and behaviour is limited. In a novel approach, we utilise an experimental survey where groups of participants are asked to consider a different combination of the same two hazards: an earthquake and a tsunami. We discovered that asking people about one hazard has significant and meaningful effects on their judgements of the second hazard. In particular, participants perc…
From lessons identified to lessons learnt
Purpose This study examines how search and rescue (SAR) organisations operate in practice and identifies recurring patterns in SAR exercise evaluations across Aotearoa New Zealand. Design/methodology/approach A qualitative document analysis was conducted on 98 Category 1 search and rescue exercise (SAREx) evaluation reports produced between 2011 and 2025 across New Zealand Police districts. Analysing reports spanning fourteen years allowed the id…
A decade of shaking in the Garden City
Introduction This study explored earthquake preparedness over time—before, during, and 10 years after the Canterbury Earthquake Sequence (CES) in New Zealand (NZ; known as Aotearoa in te ao Māori). Method Surveys of Canterbury residents were conducted in 2009, 2013, and 2021, using variables derived from Community Engagement Theory (CET). The surveys measured earthquake perceptions and beliefs, participation and engagement, and preparedness actio…
Knowledge, perceptions, and behavioral responses to earthquake early warning in Aotearoa New Zealand
Introduction Aotearoa New Zealand (NZ) experiences frequent earthquakes, with a history of damaging and fatal events, but currently does not have a national, official earthquake early warning (EEW) system. Since April of 2021, Google's Android Earthquake Alert System has operated independently in NZ. While recent work has identified general public support for such a system, it is important to assess public knowledge of EEW as well as typical resp…

Homeowners’ Perceptions of Seismic Building Performance and Implications for Preparedness in New Zealand
Over the last decade, engineering studies have mentioned the need for meeting societal demands of damage expectations and housing performance for major earthquakes. However, they do not refer to any systematic analysis examining such societal demands, nor have they investigated interactions of this with voluntary seismic strengthening. A questionnaire distributed to homeowners of wooden-framed houses in the Wellington region of New Zealand invest…
The Effects of Earthquake Experience on Intentions to Respond to Earthquake Early Warnings
Warning systems are essential for providing people with information so they can take protective action in response to perils. Systems need to be human-centered, which requires an understanding of the context within which humans operate. Therefore, our research sought to understand the human context for Earthquake Early Warning (EEW) in Aotearoa New Zealand, a location where no comprehensive EEW system existed in 2019 when we did this study. We un…
Seismic experience and structural preparedness of residential houses in Aotearoa New Zealand
Tsunami awareness and preparedness in Aotearoa New Zealand
After catastrophic events such as the 2004 Indian Ocean tsunami and the 2011 Great East Japan earthquake and tsunami there is a clear need for vulnerable countries like Aotearoa New Zealand to get prepared for tsunami. In the last ten years, the New Zealand government initiated major efforts to raise awareness of tsunami risk among coastal residents. This study explores tsunami awareness, preparedness, and evacuation intentions among residents of…
Academic publishing in disaster risk reduction
Nowadays there are approximately 80 Anglophone journals that deal primarily with disaster risk reduction (DRR) and allied fields. This large array signals a sustained, if uneven, growth in DRR scholarship but also competition between the offerings of different publishers and institutions. The purpose of this article is first to summarise the development of academic publishing on DRR from its early beginnings to the present day. The paper then eva…
Earthquake early warning in Aotearoa New Zealand
Earthquake early warning (EEW) can be used to detect earthquakes and provide advanced notification of strong shaking, allowing pre-emptive actions to be taken that not only benefit infrastructure but reduce injuries and fatalities. Currently Aotearoa New Zealand does not have a nationwide EEW system, so a survey of the public was undertaken to understand whether EEW was considered useful and acceptable by the public, as well as perceptions of how…
Evaluating the ShakeOut drill in Aotearoa/New Zealand
Earthquakes pose a significant risk to Aotearoa/New Zealand (NZ), where many injuries occur during shaking. These negative outcomes can be reduced by teaching the protective action, ‘Drop, cover, and hold’. The ShakeOut earthquake drill, developed in the United States to encourage practice of these protective actions, has been run nationwide in NZ in 2012, 2015, 2018, and 2019. Here we report an evaluation of the 2012 and 2015 ShakeOut drills. Pr…
Do framing messages increase support for earthquake legislation
Purpose The purpose of this paper is to understand how framing messages about earthquake risk affect judgements about legislation requiring the strengthening of earthquake-prone buildings
