"The City that We Desire" after 2000
The essay examines the 1996 strategic plan for the Brazilian city of Vitoria by placing it within the context of the city's history, selfrepresentation, regional political culture and the growing impact of globalization. After presenting data on some policy documents which preceded the 1996 plan, the latter itself is analyzed.
