How does achievement exist? Putting achievement sous rature and inviting new questions about teaching and learning
Schooling today is steeped in a material-discursive community of achievement. Its ubiquity has become such that terms to qualify and quantify learning through achievement, for example high performing, average, below grade level, underachieving, lack of growth, and so on, and the technologies for identifying and treating the conditions of its construction have come to dominate the material and lived experiences of those in US schooling institution…
Ambitions and realities
Strengthening resilient and sustainable systems for health (RSSH) is central to the Global Fund’s strategy, however questions persist about the Global Fund’s role in the health systems strengthening space, and the extent to which investments are designed to achieve strengthening objectives, or just fill in gaps in the system. This paper reports on findings from the Prospective Country Evaluations (PCE), a multi-country multi-year evaluation of Gl…
Making Kin with Trees
In this article, three educators from one small U.S. city draw on Donna Haraway's feminist, posthumanist idea of making kin to explore their personal relations with trees and their work as educators to support children's entanglements with trees. Working in three very different contexts with children: a working-class neighborhood, a public school kindergarten, and a forest kindergarten, the three authors illuminate the "magical" emergences of mak…
Health systems and the implementation of disease programmes
This paper analyses the transfer and implementation of two internationally formulated infectious disease strategies in South Africa, namely, directly observed therapy (DOTS) for TB and syndromic management (SM) for sexually transmitted infections (STIs). Using the tools of policy analysis, this paper seeks to draw conclusions from contrasting experiences with the two strategies. DOTS and SM differ with respect to styles of engagement by World Hea…
International Organizations in Transfer of Infectious Diseases
Over the past few years increasing attention has been given to the role of international organizations in the diffusion of policy ideas and promotion of particular macro‐level policies. Much of the attention has been on the ideological driving forces behind such policies, and on the extent to which the policies are externally imposed. There has been limited discussion on the bread‐and‐butter, technical policies of international organizations, and…
The political environment of HIV
Transferring policies for treating sexually transmitted infections
The paper uses a case study of the development of syndromic management for treating sexually transmitted infections (STIs) and subsequent policies recommending worldwide use of syndromic management guidelines. These treatment policies emerged in the late 1970s from researchers and public health physicians working in sub-Saharan Africa where they had to treat large numbers of STIs in difficult circumstances. Syndromic management was initially deve…

Implementing the Integration of Component Services for Reproductive Health
In the wake of the 1994 International Conference on Population and Development in Cairo, considerable activity has occurred both in national policymaking for reproductive health and in research on the implementation of the Cairo Program of Action. This report considers how effectively a key component of the Cairo agenda–integration of the management of sexually transmitted infections, including human immunodeficiency virus, with maternal and chil…
