Trees, terraces and llamas
The Inca and their immediate predecessors provide an exceptional model of how to create high-altitude functional environments that sustainably feed people with a diversity of crops, whilst mitigating erosion, protecting forestry and maintaining soil fertility without the need for large-scale burning. A comparison is provided here of landscape practices and impacts prior to and after the Inca, derived from a unique 4200-year sedimentary record rec…
Applying Theory of Change in research program planning
Theory of Change (ToC) is widely used as a tool to support strategic planning, monitoring, and evaluation in many fields, especially for social and environmental programs. However, there is still limited documented experience with the application and use of ToC in a research context. CGIAR, a global network of 15 centers conducting international research-for-development, included a standardized ToC approach in a recent round of developing 32 larg…
Outcome Trajectory Evaluation (OTE)
This paper develops a novel approach called Outcome Trajectory Evaluation (OTE) in response to the long-causal-chain problem confronting the evaluation of research for development (R4D) projects. OTE strives to tackle four issues resulting from the common practice of evaluating R4D projects based on theory of change developed at the start. The approach was developed iteratively while conducting four evaluations of policy-related outcomes claimed …
Inclusive innovation in agricultural value chains
Systems approaches are widely promoted for inclusive innovation, but their use and results are seldom evaluated. We assessed applications of the Participatory Market Chain Approach (PMCA), which combines elements of innovation system and value chain approaches, in eight cases in Africa, Asia, Europe, and Latin America. We found that the PMCA performed best where the policy environment favoured value chain development, the chain offered significan…
Managing complexity and uncertainty in agricultural innovation through adaptive project design and implementation
The recent shift towards agricultural innovation systems recognises that agricultural development is complex and must involve multiple actors. This makes innovation through a project framework inherently challenging. This article draws lessons from a project that fostered post-harvest innovations in Uganda. First, a two-stage design allowed scoping out business cases with partners to identify potential innovations. Second, stakeholders used the P…
Emplo…
Linking Smallholders to the New Agricultural Economy
This article examines the challenges of linking smallholders to high-value food markets by looking at the experience of the Plataformas programme in the Ecuadorian Sierra. Multiple evaluation methods are employed to ensure identification of program impact. The findings suggest that the programme successfully improved the welfare of beneficiary farmers, as measured by yields and gross margins. These benefits are achieved through improving the effi…
Participatory Impact Pathways Analysis
Participatory Impact Pathways Analysis (PIPA) is a practical approach to planning, monitoring and evaluation, developed for use with complex research-for-development projects. PIPA begins with a participatory workshop where stakeholders make explicit their assumptions about how their project will make an impact, and produce an ‘Outcomes logic model’ and an ‘Impact logic model’. These two logic models provide an ex-ante framework of predictions of…

Collective action for market chain innovation in the Andes
Horizontal Evaluation
Horizontal evaluation combines self-assessment and external evaluation by peers. Papa Andina, a regional network that works to reduce rural poverty in the Andean region by fostering innovation in potato production and marketing, has used horizontal evaluations to improve the work of local project teams and to share knowledge within the network. In a horizontal evaluation workshop, a project team and peers from other organizations independently as…

The Displacement of Peasant Settlers in the Amazon
Unlike peasants in many other parts of the Amazon, those settling on much of the frontier in Santa Cruz, Bolivia, have shown little tendency to be displaced by large farmers. This article attempts to identify the reasons for the persistence of peasant settlement. These include ambiguities in state support for the large farmer, the lack of dynamism of commercial agriculture, different spatial patterns of expansion of peasant and commercial farming…
The state and rural development in Tanzania
The Village Administrations (VAs) created by the Tanzanian state in the 1970s have been regarded as new state apparatuses intended to facilitate control over a recalcitrant peasantry. Field research in Dodoma revealed two kinds of factions competing for their control: Christians, who co‐operated with higher level state apparatuses in establishing working institutional structures, and Traditionalists, who sought to reconstruct the VA as an entity …
The Tanzanian Villagisation Programme
During the 1970s the Tanzanian state changed the pace of its intervention in civil society with the compulsory villagisation programme. Until recently the predominant pattern of settlement in rural Tanzania was of dispersed clusters of dwellings. The creation of villages both as nucleated settlements and as cooperative bodies controlling at least part of the means of production has been central to Tanzanian development planning for two decades. D…
State intervention and commodity production in Ugogo
IntroductionDuring the 1970s the Tanzanian state moved a very substantial part of the rural population into nucleated settlements. This was followed by the setting up of new village institutions. It was villagization in a double sense: the creation of physical 'villages' from dispersed households and the establishment of corporate 'villages' (more precisely, village councils) intended to regulate the activities of those households. It was an inte…
