Economic turbulence and labour migrants' mobility intentions
Economists view earnings as a primary driver of migration, both actual and intended. However, studies on the relationship between migration intentions and earnings yield mixed results. We argue that earnings are an important factor, but that problems related to sample selection and the complexity of migration decision making obscure this importance. Nevertheless, periods of economic turbulence prompt people to reassess their economic situation an…
ANZ ‐Pacific Migration Governance System
International migration governance can be represented as a system set up to manage cross‐border mobility of people in the interest of participating states; mostly by means of bilateral agreements between countries and top‐down, UN ‐mediated multilateral and EU ‐directed plurilateral arrangements. The latter have often failed to work effectively, so we ask if there is another way. We argue that Australia and New Zealand, together with several Paci…
Intra- vs. extra-regional migration in the post-Soviet space
The paper addresses the distinctiveness of migration flows in the post-Soviet space east of the European Union: the Commonwealth of Independent States (CIS) and Georgia. Population mobility within this region is hypothesized to differ from extra-regional population movements due to the common institutional past of these states, all of which were once the USSR republics. It has been claimed that CIS countries form a distinct post-Soviet migration …
Migration management in the EU’s eastern neighbourhood
In this article we review migration policies that have evolved in the eastern neighbourhood of the European Union, that is, in Russia and the Commonwealth of Independent States. We ask how they compare with those that have been adopted by European Union member states and migrant settler countries such as Australia. We also use this regional perspective to comment on the application of the systems methodology in migration studies
Globalisation, immigration and multiculturalism – the European and Australian experiences
Australian multiculturalism – an integrative policy strategy aiming at managing cultural diversity – was adopted as government policy in Australia in the 1970s. In its original rendition, Australian multiculturalism was embedded in classical sociological theory, integrative, reciprocal, egalitarian and respectful of the majority. However, it has also been confused with ethnic pluralism and assimilationist ‘melting pot’ approaches, and these confu…
The Solidarity Decade in Eastern Europe, 1980–1989
One seldom finds a consensual view among historians of recent events, but very few would object to calling the 10 years that preceded the collapse of communism in Eastern Europe the 'Solidarity Decade'. It is spanned by two crucial events, both related to the Polish Solidarity movement but also, and indirectly, sharing wider international importance. The first was the formal recognition by the communist regime of the first 'free and independent' …

Defence R&D and the Management of Australia's Defence Technology
Technological innovation for defence-related purposes has often facilitated major advances of socio-economic significance well beyond the defence sector. In the post-Cold War era, government spending on military research and development (R&D) is falling around the world but for Australia, the changing strategic environment presents challenges which imply there may be substantial benefits from maintaining existing, modest levels of domestic R&D ef…

Speculation and Inflation in the Market for House-Building Land in England and Wales
This paper reports the results of an investigation into the behaviour of the market for private house-building land in England and Wales in the 1960s and 1970s. After Zeeman (1974), a distinction is drawn between the speculative and fundamental market operators, and econometric tests were carried out to identify their impact on land price changes. The property boom 1971-1973 and its collapse are discussed in the context of Zeeman's cusp catastrop…
Enterprise Guidance in Eastern Europe
The sixties were a decade of major reform in the guidance of industry in the socialist countries of Eastern Europe. In this comparative study of industrial management, the different directions taken by reform in the German Democratic Republic, Hungary, and Yugoslavia are examined against the pattern shown by Romania, a country in which no significant reform has occurred. The author focuses on the methods used to coordinate enterprises in the earl…
