Surprisingly, there has been no attempt to ask extensively among the members of the profession what they actually believe about its essential meaning, purpose, and trajectory. This article is an extended review essay that classifies the main literatures on American politics, somewhat unconventionally, in terms of four distinct narrative modes: comedy, romance, tragedy, and irony. The four modes are differentiated by their internal construction and external social message. In United States v. Fordice (1992), the Supreme Court recognized the effects of past racial discrimination against historically black institutions (HBIs) in Mississippi. Two lessons from the 2000 presidential election stand out in particular. The first is that rules affect results. Elections are highly organized mechanisms of citizen participation. The different budget rules are modeled with respect to their reversion point, the outcome that prevails by default if no cooperative agreement is reached.
