International Development Cooperation Policies for Persons with Disabilities in Africa through Vocational Training Schools
본 연구는 아프리카 지역의 교육 분야 ODA 사업 중 장애인을 대상으로 한 직업훈련학교 프로그램의 효과와 필요성을 분석하기 위하여, (사)한국국제기아대책기구의 ‘우간다 서부지역 지체장애인 직업훈련학교 지원 및 장애인식 개선 사업’을 사례로 선정하여 분석을 진행하였다. 장애인은 신체적, 물리적 제약 뿐 아니라 사회적 고정관념과 편견으로 인하여 구조적 약자의 지위에서 벗어나기 어려운 현실에 직면해 있다. 따라서 장애인들의 경제적 역량을 강화하는 동시에 장애인들에 대한 인식을 개선할 수 있는 정책 마련이 요구되나, 개발도상국이나 취약국에서는 장애 관련 정책이 우선순위로 선정되기 어렵다. 이에 본 연구는 아프리카 지역에서 장애인을 대상으로 하는 국제개발협력 사업의 필요성을 강조하며, 특히 직업훈련학교가 장애인에게 전문지식과 기술 습득의 기회를 제공할 뿐 아니라 비장애인과의 상호 작용 공간을 조성함으로써…
