This Systematic Country Diagnostic (SCD) looks at why a country with such great potential has not been able to materialize it. The SCD analysis has identified several knowledge gaps. The analysis in this report focuses on the 2000 to 2014 period, covering the boom years before 2008 and the global financial crisis and recovery years up to 2014. It is based on a rich household data set from the National Living Standards Measurement Survey (ENCOVI) …
The Heterogeneous Effects of a Food Price Crisis on Child School Enrolment and Labour
Using a panel survey, this paper investigates how food price increases in Pakistan in 2008–2010 affect children’s school enrolment and labour. The results show that the negative impacts of food price increase on school enrolment differ by gender, economic status and the presence of siblings. The negative effects on school do not directly correspond to the incre…

Assessing Asset Indices
The use of asset indices in welfare analysis and poverty targeting is increasing, especially in cases in which data on expenditures are unavailable or hard to collect. We compare alternative approaches to welfare measurement. Our analysis shows that inferences about inequalities in education, health care use, fertility, and child mortality, as well as labor market outcomes, are quite robust to the economic status measure used. Different measures—…
Assessing Asset Indices
This paper compares how results using various methods to construct asset indices match results using per capita expenditures. The analysis shows that inferences about inequalities in education, health care use, fertility, child mortality, as well as labor market outcomes are quite robust to the specific economic status measure used. The measures-most significantly per capita expenditures versus the class of asset indices-do not, however, yield id…
