Institutional Logic and Street-Level Discretion
Research on variation in policy implementation has examined how individual- and organizational-level variables shape discretionary practices at the frontlines of implementation but has given less attention to the influence of the organizational field. From an institutional logics perspective, the practices of street-level workers are likely to be more congruent with policy intent when policy is consistent with the core institutional logic that st…
HIV Partner Notification
This study examines organizational, provider, client, and test-event level predictors of HIV partner notification (PN) discussion and agreements based on providers' most recent HIV-positive post-test counseling session. Staff (n = 621) were sampled from for-profit, nonprofit, and county government HIV testing organizations (N = 159) in Los Angeles County from 2003 to 2007. Among providers who conducted an HIV-positive post-test counseling session…
Staff Strategies for Improving HIV Detection Using Mobile HIV Rapid Testing
This paper examines the performance of 13 mobile testing units (MTUs) and rapid HIV testing technology in Los Angeles County as reflected in the relationship between the cognitive strategies used by MTU staff regarding instructions to clients about picking up their test results and returning for test results, and following up with those clients who did not return, and the spatial distribution of MTUs and AIDS rates in 2003. Maps were created usin…
Client Encounters in Alternative HIV Testing Sites
In this study, the authors explored HIV test counselors' perceptions of and experiences working with "difficult" and "good" clients in alternative HIV testing sites. Trained interviewers made field observations and conducted sixteen 60-minute, semistructured interviews with counselors. Counselors reported 7 main characteristics of difficult clients: (1) uncooperative, (2) mean, (3) inebriated, (4) threatening, (5) "crazy," (6) sexually inappropri…

Evaluation of a brief low-cost intervention to improve antiretroviral treatment decisions
An earlier pilot study found that US DHHS guidelines for antiretroviral treatment were not being successfully implemented (Mann et al., 2000). A brief and inexpensive intervention (visual aid checklist) was developed with the assistance of HIV-expert physicians in order to aid HIV/AIDS health care providers' and their patients' decisions about antiretroviral therapy. The visual aid checklist consisted of a two-page coloured diagram and explanatio…

The implementation of the DHHS Guidelines for the use of antiretroviral agents in HIV-infected adults
The objective of this study was to assess whether United States DHHS guidelines for treatment with antiretroviral therapies are being implemented by health care providers when discussing treatment options with newly diagnosed HIV patients. Health care providers were observed interacting with HIV patients while making decisions about treatment. Observers assessed whether providers and patients discussed the five benefits and six risks of initiatin…
When Case Managers Manage the Seriously Mentally Ill
Although case management is crucial to the delivery of mental health services to the seriously mentally ill, there is little understanding of what case managers actually do. The conventional view of the case manager role as an organizational linchpin is narrow and neglects the reciprocal and processual nature of the case manager role. In an effort to go beyond these limitations, a role-contingency approach is offered that assumes case managers pe…

Physical Contact in the Family
The main purposes of this exploratory study were to encourage greater interest in studying family physical contact and in using photographic analyses. New measures of attraction and a new photographic technique for recording and quantifying physical contact were developed. Forty-eight middle-SES families, each with two parents and two children, participated in the study. There were 12 families of each type of sibling composition: two sons; two da…

Career Patterns and Characteristics of British Naval Officers
This study examines the social backgrounds and career perspectives of Royal Navy officers with some limited comparisons to the military of other nations (mainly the United States). Although its dominant objectives are empirical and descriptive in nature, inevitably the study emerged from a set of assumptions, implicit and explicit, concerning the nature of military systems and their functions in society. Foremost among these are that the society'…

Managerial Succession and Organizational Effectiveness
A negative correlation is found between (1) rates of managerial succession and effectiveness and (2) change in succession rate and change in organizational effectiveness among sixteen professional baseball teams examined over two time periods, 1921-41 and 1951-58. A set of ten variables from organization theory is applied to the analysis of team performance and administrative succession. A number of illustrative propositions are presented

Organizational Goals and the Behavior of Informal Leaders
In an experimental prison camp the goal of treatment and particularly its effects on processes of social control in the organization are related to the highly co-operative adaptation of the unofficial leaders. Interviews and questionnaires indicate that inmate leaders were likely to receive higher adjustment ratings and to manifest more favorable attitudes toward the camp officials, the camp itself, and its program of treatment than were non-lead…
Corporate Size, Bureaucratization, and Managerial Succession
Two studies of the largest and smallest business corporations among the top five hundred were conducted. The positions of board chairman, presiden, treasurer, controller, and secretary were examined over a ten-year span to determine whether succession had taken place in each office. The findings indicated that frequency of succession was positively related to size of firm. An explanation was proposed which suggested that the process of succession…

Administrative Succession in Formal Organizations
Succession is a universal organizational process and therefore important for a comparative analysis of organizations. A review of published research indicated that succession tends to be a disruptive process. The small role-system of which the successor is a part and key characteristics of the whole organization's structure influence the degree of instability promoted by succession
