Institutionalizing the Ephemeral
Much has been written concerning the decline and selective renewal of inner-city neighborhoods. The abandonment of these areas by significant institutions accelerated their decline and deprived them of both jobs and neighborhood identity. In many respects, Indiana is a very average state. Geographically, it is in the middle of the country; its income is about average, as is its unemployment rate and its ethnic composition. Both agriculture and industry are well represented; it is a mix of North and South. It is average-except when it comes to toxic wastes. Urban planners and city officials have considered various strategies to lure the middle class back to the central city — including urban renewal programs and historic preservation. A neglected alternative is to build suburban style housing downtown. Residents of a ranch-style condominium development in downtown Indianapolis were asked about their backgrounds, reasons for moving, and reactions to their new neighborhood. This report considers who is involved in urban revitalization, why some neighborhoods are more quickly revived than others, and whether participation by longtime residents in renovation of historic areas is feasible. Surveys of two preservation districts in Indianapolis revealed that recent in-migrants are in a stronger position than longtime residents to influence the revitalization process.
