    Open Access•Ayodeji Otufowora, Catherine W Striley et al.•ARTICLE•Journal of Intergenerational…•2023•References: 84

The socioecological model (SEM) was used as a conceptual framework to examine the effect of generational cohorts on study navigation and enrollment in health research. The study population was 7,370 community-dwelling Gen Xers and Baby Boomers in North Central Florida. Analyses found that Leading-edge Boomers (individuals born between 1946 and 1955) [vs Gen Xers (individuals born between 1965 and 1955)] and individuals with higher trust (vs lower…

    Open Access•Anne R Williamson, Michael J Scicchitano•ARTICLE•Social Science Quarterly•2015•Cited by: 2•References: 21

Objective The objective of this article is to address a chief criticism of public meetings in democratic society, a lack of minority representation. Methods These issues are analyzed through logistic and multiple regression models applied to the results of a random‐sample telephone survey administered across the Un…

  • Dimensions of Public Meeting Participation

    Open Access•Anne R Williamson, Michael J Scicchitano•ARTICLE•Urban Affairs Review•2014•Cited by: 6•References: 21

The literature contains a wealth of theorizing and prescription regarding citizen participation, but little in the way of systematic evidence. We seek to increase empirical knowledge of participation through examination of public meeting participation associated with Florida’s Truth-in-Millage Act requirements for local government tax and budget decisions. Unlike existing evidence on public meetings, this research is based on statistical analysis…

  • Symbolic Black Representation

    Open Access•Charles S Bullock, III Charles S Bullock et al.•ARTICLE•Social Science Quarterly•2001•Cited by: 4

Objective . Symbolic benefits are among the results attributed to increased black political participation. This research explores awareness of the race of the respondent's state senator, a precondition of receipt of symbolic benefits by the black community. African Americans unaware that their senator is black will receive no symbolic benefits from descriptive representation. Methods . Data were gathered by the Florida Survey Research Center in s…

  • Uncertainty, Risk, Trust, and Information

    Open Access•Renee J Johnson, Michael J Scicchitano•ARTICLE•Policy Studies Journal•2000•Cited by: 15•References: 13

Environmental policymaking has remained an important issue in American public policy for many years. While many individuals have proenvironmental attitudes, they remain unwilling to take the actions necessary to achieve environmental goals. Many variables have been used to explain support for environmental policymaking. This study looks at the effect of uncertainty about environmental quality, perception of risk from environmental hazards, and tr…

  • Regulating in Space and Time

    David M Hedge, Michael J Scicchitano•ARTICLE•The Journal of Politics•1994•Cited by: 42•References: 42

We outline and test an empirical model of federal regulatory behavior that reflects the spatial (i.e., interstate) and temporal dimensions of regulation within a federal system. A pooled time-series design is used to examine the interplay of national and subnational influences on the oversight decisions of officials at the U.S. Office of Surface Mining (OSM, Department of the Interior) during the period 1985-1989. The analysis indicates that the …

  • From Coercion to Partnership in Federal Partial Preemption

    Michael J Scicchitano, David M Hedge•ARTICLE•Publius The Journal of Federalism•1993•Cited by: 9

This article examines the experiences of three important partial-preemption programs—the Surface Mining Control and Reclamation Act of 1977 (SMCRA), the Occupational Safety and Health Act of 1970 (OSH Act), and the Resource Conservation and Recovery Act of 1976 (RCRA)—over the last two decades to improve our understanding of how federal-state interactions have shaped the regulatory partnership. The evidence we gather suggests that the control of …

  • Devolving Regulatory Authority

    Open Access•David M Hedge, Michael J Scicchitano•ARTICLE•Review of Policy Research•1992•Cited by: 3•References: 4

One of the major legacies of the Reagan administration was its devolution of regulatory authority to the states, particularly in the area of environmental protection. The article descr&es how federal officials at EPA and the OfFce of Surface Mining (Department of the Interior) transferred regulatory responsibility to the states and how state officials initially responded to devolution. In a number of states, regulatory officials clwse to vigorous…

  • The States and Deregulation

    Open Access•Michael J Scicchitano, David M Hedge et al.•ARTICLE•Review of Policy Research•1989•Cited by: 2•References: 11

The Surface Mining Control and Reclamation Act of 1977 (SMCRA), passed to correct the abuses of surface mining, assigned key implementation roles to the states. While the federal government originally enforced SMCRA, states could operate the program themselves. Once states decided to run their own program the federal government would oversee them to insure they properly enforce the Act. This research examines the enforcement behavior of states in…

  • State Implementation and Federal Enforcement Priorities

    Open Access•Frank J Thompson, Michael J Scicchitano•ARTICLE•Administration & Society•1987•Cited by: 4•References: 14

Observers allege that federal regulatory programs often establish inappropriate enforcement priorities. Efforts to comprehend the establishment of priorities and attempts to change them need to acknowledge that the states of ten play pivotal roles in enforcing federal regulatory policies. This article draws on the experience gained under the Occupational Safety and Health Act to explore, first, the degree to which state programs have exacerbated …

  • Congressional Oversight

    Open Access•Michael J Scicchitano•ARTICLE•Legislative Studies Quarterly•1986•Cited by: 2•References: 10

This research seeks to identify factors related to individual House and Senate members' oversight of the Clean Air Act. Three measures of oversight were constructed from a content analysis of legislators' statements in hearings. The results identify factors related to the three measures and to oversight behavior in each chamber. The amount of oversight behavior explained, however, was low. A discussion of this finding and directions for future st…

  • State Implementation Effort and Federal Regulatory Policy

    Frank J Thompson, Michael J Scicchitano•ARTICLE•The Journal of Politics•1985•Cited by: 23•References: 20

The states play pivotal roles in implementing the protective regulatory policies of the federal government. In this capacity they often profoundly shape who gets what from these programs. A well-rounded theory of the policy process requires precise specification of why some states try harder than others to implement Washington's regulatory policies. This article tests four important theories (wealth, partisan, group, and organizational search) in…
