IN “THE POLITICS OF EXPULSION: A Short History of Alabama’s AntiImmigrant Law, HB 56,” the late Raymond A. Mohl offers an insightful history of the enactment of what Alabama legislators proudly proclaimed to be one of the toughest state immigration enforcement laws of modern times. After political rancor spanning several years, the Alabama legislature in 2011 passed the BeasonHammon Alabama Taxpayer and Citizen Protection Act, also known as HB 56. Its passage came during a time in which many states, most notably Arizona, aggressively pushed the boundaries of state immigration enforcement. A federal appeals court ultimately ruled that HB 56, to a large extent, unconstitutionally intruded on the federal power to regulate immigration. The U.S. Supreme Court refused to disturb the lower court ruling. Thus, the federal courts, just as they did regularly in a bygone era when state and local governments systematically violated the civil rights of African Americans, prevented the Alabama law from injuring the civil rights of Latinos
