A fishing community is defined by the Magnuson-Stevens Fishery Conservation and Management Act (the primary piece of U.S. marine fisheries legislation) as those communities which are "substantially dependent on or substantially engaged in the harvest or processing of fishery resources to meet social and economic needs." Critics note that this definition is vague and have attempted to develop frameworks for understanding and defining community beyond simple economic dependence to include social, cultural, and place-based factors
