Les méthodes économétriques d'évaluation

Nous passons ici en revue les développements récents dans le domaine des méthodes microéconométriques d'évaluation. Dans cette littérature, le modèle statistique de référence est le modèle causal de Rubin, dont nous rappellerons la forme et les hypothèses. Ce modèle est un cadre adapté pour définir et étudier les conditions d'identification de l'effet, par exemple, du passage par un dispositif de la politique active de l'emploi. Nous insistons également sur la définition et l'identification des différents paramètres pertinents pour l'évaluation, tels que les effets moyens et marginaux du dispositif sur l'emploi ou les salaires des bénéficiaires. Nous explicitons en particulier les hypothèses qui permettent d'identifier l'effet moyen ou marginal du dispositif dans la situation virtuelle (dite contrefactuelle) où les bénéficiaires du dispositif ne pourraient y accéder. À chaque type d'hypothèses (sélection sur variables inobservables, indépendance conditionnelle des variables de résultats et de l'entrée en dispositif, etc.) correspond généralement un estimateur particulier. Nous mettons plus particulièrement l'accent sur les estimateurs par appariement pour le modèle de sélection sur variables observables, ainsi que sur les méthodes des doubles différences et de régression avec discontinuité pour le modèle de sélection sur variables observables et inobservables
