O que influencia a atuação de burocratas de nível de rua do Sistema Único de Assistência Social

O artigo analisa três grupos de fatores que influenciam as práticas e a construção de esquemas de categorização do público por burocratas de nível de rua (BNR) do Serviço de Proteção e Atendimento Integral à Família e Indivíduos: i) características profissionais e relacionais dos BNR; ii) fatores organizacionais; iii) características dos usuários. A pesquisa envolveu 11 BNR atuantes em Belo Horizonte, com observação intensiva da rotina e de atendimentos, entrevistas e análise de Prontuários de Acompanhamento, codificados no Atlas.Ti. Concluiu-se que as características individuais dos BNR e os aspectos organizacionais são menos relevantes que os atributos dos usuários para a atuação no nível de rua. Demandas impactam encaminhamentos e atendimentos, a motivação e a capacidade de modificar condutas influenciam a categorização de tipos de usuários. Tais atributos geram casos únicos, resultando em atuações personalizadas e na implementação flexível e adaptativa do serviço
