Reanalysis of Bunce's contention that elite turnover is a major cause of increases in the level of policy change, a process she measures using budgetary shifts, shows that turnover has no short-run impact on the level of budget changes and little long-run impact. While policy innovation tends to decline slightly over time as a leader is periodically reelected, such declines are not generally significant and total time in office does not explain much of the variance in budget shifts
