This paper presents a discussion on the role and background of citizen membership in occupational licensing in California. An analysis of the effects of increased citizen membership on boards is conducted utilizing statistical data over a period representing a before and after increased public participation on a variety of output measures including applications, exams, percent pass, complaints. The results reveal little difference between statistics representing before and after increased public membership
