Science is a structured endeavor which, for the most part, is undertaken within the context of formal organization. To understand the development of science, one must understand both the nature of science and the dynamics of organizations. Our purpose is to derive a model of scientific development reflective of both the uniqueness of science and organizational dynamics. The basic idea is that problems, decision making and policy questions in the sciences can be discussed and analyzed within a framework based upon the nature of scientific development and organizational dynamics. Based on this framework, eight profiles of scientific stages are defined. These profiles determine the extent to which rational and non-rational criteria are used in the decision making process. The development of these profiles lead to greater understanding of the implications of the impact of given policy, funding, and resource decisions in regard to science
