The failure of uniform state laws and other forms of interstate cooperation to solve the problem of collection of child support by a custodial parent from a reluctant obligor in another state led Congress to employ incrementally conditional grants-in-aid to regulate states' efforts to enforce child support orders. Congressional action has produced limited results and the proposal has been advanced for establishment of an exclusive federal government child support system. Our analysis suggests that Congress lacks authority to establish such a system and interstate collection of child support will continue to be a serious problem
