Constitutional design proceeds under the assumption that institutions have predictable consequences, but modern political science has not pursued the empirical verification of these predicted consequences with much vigor. Redistricting Decisions in the American States
This research tests Riker's minimal winning coalition hypothesis in cases of redistricting in the American states. The authors contend these cases satisfy particularly well the conditions under which the hypothesis should hold, and thus they provide a strong test of the size principle.
