T HE starting-point of this article is an interpretation of the German business recessions of I926 and I929 recently put forward by Prof. Temin.1 Temin's principal concern was to challenge the orthodox views of, for example, Schmidt and Landes,2 who emphasized the part played in the depression by reduced flows of foreign investments into Germany. Throughout the years from the Emancipation of the serfs in 1861 until the outbreak of the First World War Russia provided a significant share of the total quantity of wheat entering into international commerce.
