An Assessment of Research on American Counties
In a 1992 issue of this journal, 12 scholars proposed an ambitious research agenda for the study of the American county. By all accounts, this agenda was both a catalyst and a guide for those interested in the nature, role, functions, operations, and practical relevance of county governments to either continue their research or to launch new studies in this underresearched area. The Impact of Structural Reform on County Government Service Provision
Objective. This study examines the effect that county government structure has on county spending in an environment of rapid population growth. In particular, it looks at the consequence of changing from a traditional commission noncharter form to an appointed administrator/elected executive commission type with a home rule charter. Methods. Very little systematic research has been conducted to determine the policy effects of changing the form of county government. The findings of this study suggest that efforts to modernize county government structure may enable county officials to respond successfully to increasing citizen demands for a higher level of current services as well as expand the menu of services. This study examines the privatization behavior of county governments and treats contracting and franchising as separate decision-making activities. Contracting decisions are influenced primarily by the desire to reduce production costs. The Paradox of Citizen Service Evaluations and Tax/Fee Preferences
This study of two small cities in Florida helps us understand the paradox of local government citizens holding inconsistent views of service evaluations and tax/fee preferences. The analysis suggests that this inconsistency results from citizen attitudes being predicated on different considerations. The Effects of Changes in Federal Aid on State and Local Government Spending
This study suggests federal grants-in-aid had an important influence on state and local government spending during the 1960s and most of the 1970s. This positive stimulation also seems to have continued during 1982–1985, despite the Reagan administration's efforts to cut the level of federal aid to states and communities. This paper reports the results of citizen contacting in a large, urban county in Florida-Hillsborough County. Three surveys, conducted in 1989, studied the differences among three types of residents: those living in incorporated areas, those living in unincorporated areas, and those living in unincorporatd areas with urban characteristics. Upon coming to office, President Ronald Reagan proposed a number of programs collectively referred to as the New Federalism. This study found that large central city service roles were dependent on state laws providing for greater functional responsibility, easy annexation procedures, and less restrictive property tax limitations and receipt of substantial state aid.
