  • Political land corruption

    Open Access•Paul Caruana‐galizia, Paul Caruana-Galizia et al.•ARTICLE•Journal of Public Policy•2018•Referencias: 13

Political corruption in the land sector is pervasive, but difficult to document and effectively prosecute. This article provides new evidence on political land corruption in Malta, the European Union’s smallest member state and one of the world’s most densely populated countries. It shows how the country’s highly restrictive zoning laws, along with a de jure independent regulator, have created opportunities for extensive and endemic corruption in…

  • Corruption, Reform and the Euro

    Open Access•Paul Caruana‐galizia, Paul Caruana-Galizia•ARTICLE•European Review•2017•Referencias: 4

Most policymakers and academics predicted that the European monetary union would lead to economic and institutional modernizaon in its least productive members – Greece, Ireland, Italy, Portugal and Spain. In fact, apart from Ireland, these countries became even more corrupt and their governments even less effective. This paper suggests an explanation that links the reluctance of peripheral countries to reform with the increase in their corruptio…

  • Offshore financial activity and tax policy

    Open Access•Paul Caruana‐galizia, Paul Caruana-Galizia et al.•ARTICLE•Journal of Public Policy•2016•Citada por: 2•Referencias: 8

We assess the European Union’s (EU) most significant international tax policy. The 2005 Tax and Savings Directive obliges cooperating jurisdictions to withhold tax or report on interest income earned by entities whose beneficial owner is an EU resident. As the Directive applies only to beneficial ownership in cooperative jurisdictions, it can be circumvented by transferring ownership to a non-EU resident or company or by transferring the entity t…

  • Chinese Regions in the Great Divergence

    Open Access•Paul Caruana‐galizia, Paul Caruana-Galizia et al.•ARTICLE•Australian Economic History Review•2015

We construct 1912/18 Chinese provincial gross domestic product per capita from primary sources and project cross-sections for 1873 and 1893. The results fit the historical record. We hypothesise that regionally specific conflicts have a role to play in explaining differential growth rates, and that geography, governance, and sectoral structures explain relative income-level rankings. China's richest provinces matched Europe's poorest. A divergenc…

  • Why Did the Mediterranean Fail to Globalise? Real Wages and Labour Market Integration in the 19 Th Century

    Open Access•Paul Caruana‐galizia, Paul Caruana-Galizia•ARTICLE•Revista de Historia Económica /…•2015•Referencias: 31

Can low emigration rates from the Mediterranean to the Atlantic economy partly explain its relative economic decline over the 19 th century? Time series tests of real wage integration show that the Maghreb and Eastern Mediterranean exported enough labourers to experience labour market integration, while the emigration rates of the northern Mediterranean, were not high enough. As the latter group comprised most of the region’s economic weight, the…

  • Strategic colonies and economic development

    Open Access•Paul Caruana‐galizia•ARTICLE•The Economic History Review•2015•Citada por: 1•Referencias: 24

What if a colony is neither extractive nor settler material? European powers colonized some areas for military reasons: to keep those areas out of rivals' hands or to have geographically strategic outposts. In these cases, European settlement was low and there was nothing to extract. This article examines the extent to which living standards, as measured by real wages, among three such examples-Cyprus, Gibraltar, and Malta-can be explained by Bri…

  • European regional railways and real income, 1870–1910

    Paul Caruana‐galizia, Paul Caruana-Galizia et al.•ARTICLE•Scandinavian Economic History…•2013

This article introduces our project on the relationship between railways and real income levels across European regions between 1870 and 1910. While similar relationships have been analysed for the USA, India and individual European countries, our project is the first to take a pan-European regional perspective. We discuss the reasons for the neglect to date, highlighting the need to drill deeper into the changing directional effects of railways …

  • Indian Regional Income Inequality

    Paul Caruana‐galizia•ARTICLE•Economic History of Developing…•2013•Citada por: 2•Referencias: 13

After constructing a dataset on Indian provincial GDP per capita between 1875 and 1911, I examine it for levels and trends of provincial income inequality. Cross-sectional dispersion of income was initially high, but declined over time. In terms of levels, internal Indian inequality compared well with a number of European states. Testing for unconditional beta-convergence, I found a tendency for provinces to converge to their steady-state at a ra…
