  • Conservative central banks

Open Access•Andrew Hughes Hallett, Lorian D Proske•ARTICLE•Scottish Journal of Political…•2017

Using Rogoff's, 1985 model, we determine how inflation averse a central banker should be, given the level of volatility and projected output gap in the economy. We confirm a strong degree of conservatism, almost twice what society would have chosen. But, for a range of developing countries and the OECD, economies that systematically experience higher levels of output volatility would do best to hire a central banker who is more inflation averse t…

  • Fiscal governance in the euro area

Andrew Hughes Hallett, Svend E Hougaard Jensen•ARTICLE•Journal of European Public Policy•2012•Citada por: 3•Referencias: 13

This contribution considers mechanisms for rule-based fiscal policy co-ordination to replace the failed Stability and Growth Pact in the euro area. It argues in favour of soft debt targets as a means of addressing problems caused by excessive debt. It is shown how such targets can be safely operated, supported by an effective excess debt protocol. A division of labour between fiscal and monetary policy is proposed, whereby fiscal policy is used f…

  • Heterogeneity in a Currency Union With Social Market Objectives

    Open Access•Andrew Hughes Hallett, Diana N Weymark•ARTICLE•Scottish Journal of Political…•2006•Citada por: 2•Referencias: 2

In this paper, we explore whether heterogeneity among union members could threaten the stability of the European Monetary Union. The types of heterogeneity we consider are (1) asymmetries in the transmission of monetary and fiscal policies, and (2) differences in national preferences for price stability, output growth, and income redistribution. Our results show that the costs of membership can be significant for countries whose transmissions, st…

  • Scotland and European Monetary Union

    Open Access•Andrew Hughes Hallett, Andrew Scott•ARTICLE•Scottish Affairs•2003•Referencias: 1

Sooner or later the Scottish public is likely to be confronted with a referendum on membership of European monetary union. 1 Leaving aside explicit political preferences such as individual views about the desirability or otherwise of 'more' rather than 'less' European integration the debate will, inevitably, revolve around largely economic issues. The purpose of this paper is to set the scene by reviewing the most important economic issues raised…

  • Scotland and European Monetary Union

    Open Access•Andrew Hughes Hallett, Andrew Scott•ARTICLE•Scottish Affairs•2003

In this paper we consider the implications of membership within a monetary union for local economic policies. We start from the position that specific economic policy instruments increasingly are unavailable to policy-makers as a consequence of a process of 'globalisation*. Here we define globalisation as the tendency for national economies to become increasingly integrated through the dismantling of the barriers to the movement of goods, service…

  • The Impact of Exchange Rate Uncertainty on the Level of Investment

Open Access•Julia Darby, Andrew Hughes Hallett et al.•ARTICLE•The Economic Journal•1999•Citada por: 7•Referencias: 2

Conventional wisdom has it that increasing price or exchange rate uncertainty will depress investment. Using the Dixit–Pindyck model, we find that there are situations where this will happen; and situations where it does not. There are threshold effects which allows us to identify when rising volatility would increase or decrease investment; and also to identify which types of industries would gain, and which would suffer, from a move to fixed ex…

  • Regional Inequalities and the Business Cycle

    Maria Demertzis, Andrew Hughes Hallett•ARTICLE•Regional Studies•1996•Citada por: 2•Referencias: 2

DEMERTZIS M. and HUGHES HALLETT A. (1996) Regional inequalities and the business cycle: an explanation of the rise in European unemployment, Reg. Studies 30, 15-29. The introduction of a system of fixed exchange rates in Europe has succeeded in inducing price convergence amongst its participants, but at the same time has increased the divergence between their rates of unemployment. In this paper we attempt to measure the level of the inefficiency…
