  • The internal brain drain

    Open Access•Nicolas Lemay-Hébert, Nicolas Lemay‐hébert et al.•ARTICLE•Disasters•2020•Citada por: 3•Referencias: 15

Building on empirical material gathered in Haiti, this paper advances a new and innovative understanding of the internal brain drain phenomenon-the poaching of local skilled workers by international organisations (IOs) or international non-governmental organisations (INGOs)- by conceptualising it as an equilibrium. This equilibrium is composed of two sets of tensions: (i) those between the salary conditions in the public sector and those on offer…

  • Universal Basic Income versus Unemployment Insurance

Alice Fabre, Stéphane Pallage et al.•REPORT•2014

In this paper we compare the welfare effects of unemployment insurance (UI) with an universal basic income (UBI) system in an economy with idiosyncratic shocks to employment. Both policies provide a safety net in the face of idiosyncratic shocks. While the unemployment insurance program should do a better job at protecting the unemployed, it suffers from moral hazard and substantial monitoring costs, which may threaten its usefulness. The univers…

  • Measuring Unemployment Insurance Generosity

    Open Access•Stéphane Pallage, Lyle Scruggs et al.•ARTICLE•Political Analysis•2013•Citada por: 4•Referencias: 25

Unemployment insurance policies are multidimensional objects, with variable waiting periods, eligibility duration, benefit levels, and asset tests, making intertemporal or international comparisons very difficult. Furthermore, labor market conditions, such as the likelihood and duration of unemployment, matter when assessing the generosity of different policies. In this article, we develop a new methodology to measure the generosity of unemployme…

  • Humanitarian Relief and Civil Conflict

    Open Access•Max Blouin, Stéphane Pallage•ARTICLE•Journal of Conflict Resolution•2008•Citada por: 6•Referencias: 23

The authors examine the effects that famine relief efforts (food aid) can have in regions undergoing civil war. In the model, warlords seize a fraction of all aid entering the region. How much they can loot affects their choice of army size; therefore the manner in which aid is delivered influences warfare. The authors identify a delivery plan for aid that minimizes total recruitment in equilibrium

  • On voters’ attitudes towards unemployment insurance subsidies across regions

    Open Access•Stéphane Pallage, Christian Zimmermann•ARTICLE•Journal of Population Economics•2005•Referencias: 3

  • A Theory of the Worst Forms of Child Labour

    Open Access•Sylvain E Dessy, Sylvain Dessy et al.•ARTICLE•The Economic Journal•2005•Citada por: 1•Referencias: 19

Although intuitive and morally compelling, a ban on the worst forms of child labour in poor countries is unlikely to be welfare improving. We show that harmful forms of child labour have an economic role: by maintaining wages for child labour high enough, they allow human capital accumulation in poor countries. Unless appropriate mechanisms are designed to mitigate the decline in child labour wages caused by reduced employment options for childre…
