Uncertain Hazards and Certain Benefits
This article deals with a case of conflict between industrial and residential uses of land in a chemical industry zone in the city of Thane in western India. While land-use conflicts involving environmental issues have been studied from different vantage points, this article focuses on a relatively underemphasized aspect, viz., how different facets of land feed into the resolution of such conflicts. Revised on 13 May 2024-wl-7086-Loss of an Alternative Vision of Urban Property
This paper discusses the dilemmas that have arisen in the aftermath of the repeal of ULCRA with regard to the exemptions granted under it (especially for industrial purpose). The state of Maharashtra is an interesting case study in this regard. Although the Repeal Act was adopted there in 2007, differences about the interpretation of particular clauses were formally resolved only in 2019. Contending claims and uses of land
This article deals with a case of land that was mortgaged against a loan given by the Gwalior Durbar to a businessman in Bombay in 1925. The said land in Thane subsequently has had a wide range of claimants and uses. The mortgage case is linked to a variety of processes such as the decline in the textile industry in Bombay in the 1920s, federal financial integration in the late 1940s, the trajectory of post-independence industrialisation in citie…
Dispersal and Development
This paper attempts to understand the development of Thane, a suburban city of Mumbai, by focusing on two moments, nearly a century apart, that contributed to its identity in formative ways. The first is the introduction of the first railway passenger train service in India between Bombay and Thane in 1853, and the second is the setting up of the first industrial estate in the state of Maharashtra in Thane in 1961. Despite spanning different peri…

Cities often draw upon such frontier regions for a variety of resources, of which, land is perhaps the most crucial. This article focuses on a 'frontier' in the city of Kolkata in eastern India-the East Kolkata Wetlands (EKW)-and the different meanings that…

Community Formation, ‘Ideal’ Villages and Watershed Development in Western India
This paper discusses how the vision of an 'ideal village' is used in the construction of feelings of community in a watershed development project in India. What constitutes the notion of idealness and how it emerges in a particular context is determined by a number of factors. The discussion of the working of two aspects of the project - voluntary labour and watershed-plus measures - brings out the usefulness of such a vision in community-formati…
