Contagious Spy Regimes
Drawing on a study of the Uyghur diaspora and minority politics in China, this article examines spying and suspicion as both products and producers of the radical distinctions inherent in totalitarian dynamics. It argues that this mode of relating transcends spatial boundaries, extending beyond specific territories such as China or Xinjiang. This introduction presents the concept of escalation as referring to a quantitative acceleration (of prices, violence, policies, images, concerns etc.) that leads to qualitative changes (in, for example, group compositions, imaginaries, practices or concepts). This article links the heavily deregulated Mongolian post-socialist economy with the emergence of highly patriotic-nationalist movements and narratives of conspiracy and suspicion. It is argued that an extreme alienability of value in the new Mongolian market economy goes hand-in-hand with a nationalist and xenophobic perception of the extreme inalienability of Mongolian values and the Mongolian nation state. In this article, we explore what happens in qualitative terms when a social phenomenon accelerates in quantitative terms. We do so by introducing escalation as an analytical concept through which to understand sudden processes of accelerating change.
