De nouvelles inscriptions trouvées dans les temples de Baalshamin et d'Allat à Palmyre montrent que les tribus, après s'être installées dans l'oasis, préservaient leurs cultes ancestraux. La coexistence de ces panthéons tribaux ne permet pas de parler d'un vrai panthéon national palmyrénien. L'instauration du culte de Bel à Palmyre ne fut qu'une création des prêtres du temple pour unifier la vie religieuse et politique de la ville
