Top incomes in South Africa in the twentieth century
There have been important studies of recent income inequality and of poverty in South Africa, but very little is known about the long-run trends over time. There is speculation about the extent of inequality when the Union of South Africa was formed in 1910, but no hard evidence. In this paper, we provide evidence that is partial—being confined to top incomes—but which for the first time shows how the income distribution changed on a (near) annua…
Poverty Comparisons
First published in 1994. Drawing on a personal network, an economist can still relatively easily stay well informed in the narrow field in which he works, but to keep up with the development of economics as a whole is a much more formidable challenge. Economics are confronted with difficulties associated with the rapid development of their discipline. There is a risk of ‘balkanization’ in economics, which may not be favorable to its development. …
Pareto and the Upper Tail of the Income Distribution in the UK
The Pareto distribution has long been a source of fascination to economists, and the Pareto coefficient is widely used, in theoretical and empirical studies, as a summary of the degree of concentration of top incomes. This paper examines the empirical evidence from income tax data concerning top incomes in the UK , contrasting the dramatic changes that took place in the twentieth century, after 1918, with the much more modest changes in the prece…
After Piketty
In this paper, I take Capital in the Twenty-First Century by Thomas Piketty as the starting point for a set of twelve policy proposals that could bring about a genuine shift in the distribution of income towards less inequality. In designing the set of proposals, I draw on the experience of reducing inequality in postwar Europe and on an analysis as to how the economic circumstances are now different in the twenty-first century, highlighting the …
Public Economics after The Idea of Justice
In this first lecture in honour of Amartya Sen, I examine the lessons that can be drawn from The Idea of Justice for public economics and the extent to which public economics has already moved in the direction advocated by Sen. More specifically, I focus on the current fiscal austerity programmes, and how the tools of public economics can be used to contribute to public reasoning about such programmes. I argue that they can help us think about th…
Human Development and Indicators of Poverty and Social Exclusion as Part of the Policy Process
The Distribution of Top Earnings in the UK since the Second World War
Much of the change in individual earnings has occurred at the top. This paper provides new evidence about the earnings distribution in the UK. The evidence is new in that it provides detail about what has happened within the top 10%, covering groups such as the top 1% and the top 0.5%. The aim is to set the recent rise in top earnings in historical perspective, and to make international comparisons. The evidence is new in that it covers the whole…
Indicators of poverty and social exclusion in a global context
The measurement of poverty and social exclusion is analytically and operationally relevant at all levels of policymaking. Here our focus is on national governments making policy in a global or multinational context such as the European Union (EU). In this process, social indicators are playing a growing role, and we need to stand back and examine their construction and use. In this paper, we argue on the basis of EU experience for a principle‐bas…
Factor shares
This paper identifies three reasons for studying factor shares: to make a link between incomes at the macroeconomic level (national accounts) and incomes at the level of the household; to help understand inequality in the personal distribution of income; and to address the concern of social justice with the fairness of different sources of income. In each case, I explore the implications and point to ways in which the analysis could be taken forw…
Economics as a Moral Science
Economists frequently make judgments about economic welfare, but there is today little discussion of the foundations of welfare economics. It is assumed either that there is unanimity of interests, or that there is general acceptance of utilitarianism. This means that economics cannot address many key policy issues and that important differences in ethical views cannot be recognized. This paper argues that it is a legitimate exercise of economic …

Top Incomes Over the Twentieth Century
Based on a pioneering research programme on the evolution of top incomes, this volume brings together studies from 10 OECD countries. This rapidly growing field of economic research investigates the top segment of the income distribution by using data from income tax records over the past century. As well as describing the source data and methods employed, the authors also discuss the dramatic changes that have occurred at the top of the income s…
Top Incomes in the Netherlands over the Twentieth Century1
As a contrast to the rising income inequality in Anglo-Saxon countries (Chapters 4 to 8), the Netherlands (NL) is of particular interest. After attaining very high levels of unemployment in the early 1980s, it has seen an impressive growth of employment, and its unemployment rate has become closer to that of the US than to the EU average. It is natural to ask how far this change has involved increased inequality in market incomes. The development…
The EU and Social Inclusion
Teenage parenthood is recognised as a significant disadvantage in western industrialised nations. It has been found to increase the likelihood of poverty and reinforce inequalities. This book explores the links between welfare state provision and teenage reproductive behaviour across a range of countries with differing welfare regimes.
The EU and social inclusion
This book has sought to provide an analysis of the challenges facing the Social Inclusion Process and how it can be taken forward, in a context in which the interdependence of the European Union's economic, employment, social, and environmental goals is to the fore. The importance of ensuring close links between the Social Protection and Social Inclusion Process and the revised Lisbon agenda on jobs and growth has been made clear, with active soc…
Taking forward the EU Social Inclusion Process
This chapter considers the challenge of advancing the Social Inclusion Process in the context of the re-focused Lisbon Strategy, and of embedding the Process in domestic policies and implementing a social-inclusion mainstreaming through establishing a scheme of systematic policy assessments at EU, national, and sub-national levels. It proposes the setting of targets, fundamentally restructured NAPs/inclusion, and working towards more ‘joined-up’ …
Funding the Millennium Development Goals
The UN commitment to achieving the Millennium Development Goals (MDGs) by 2015 poses a major challenge. It is, first and foremost, a political challenge to wealthy countries, to provide the necessary transfer of resources, and to developing countries, to make effective use of these transfers. But it is also an intellectual challenge, to economists and other scientists, to better understand the processes by which the MDGs can be achieved. This art…
The Luxembourg Income Study (LIS)
Internationally comparable data are essential to our understanding of income inequality and its impact on our societies. The Luxembourg Income Study (LIS) has played a key role in raising to a new level such comparative analysis, and its collection of microdata has been used by a wide range of social scientists. The contribution of LIS over the past 20 years can be seen from the fact that there is now a broadly agreed picture of the differences i…
Multidimensional Deprivation
Social Europe and Social Science
Social policy in the European Union has developed rapidly in recent years, following the 2000 Lisbon Summit and the subsequent adoption of National Action Plans on Social Inclusion and a set of common social indicators for all Member States. This paper describes European initiatives and examines the role played by social science research in these developments. It refers specifically to the role of theory and conceptual analysis, to the availabili…
Social Indicators
Social indicators are an important tool for evaluating a country's level of social development and for assessing the impact of policy. Such indicators are already in use in investigating poverty and social exclusion in several European countries and have begun to play a significant role in advancing the social dimension of the EU as a whole. The purpose of this book is to make a scientific contribution to the development of social indicators for …

Incomes and the Welfare State
The Welfare State is a key policy issue of the 1990s. The essays in this book depart from much of the recent economic debate in emphasising the positive contributions of the Welfare State, and in assessing its efficiency in relation to the objectives which it is intended to achieve. These objectives are not just the alleviation of poverty but more broadly the provision of security and the redistribution of income. Part A of the book sets the curr…

Measuring Poverty and Differences in Family Composition
The equivalence scales used to adjust for differences in family composition when measuring poverty exhibit considerable variation. This paper suggests an alternative approach that allows for differences in social judgements regarding the treatment of different types of family and examines the relation with the choice of poverty measure. There are good reasons for believing that present policies designed to reduce the concentration of wealth in Britain have not been especially successful, and that we need to look beyond purely fiscal means of achieving redistribution. Income maintenance and income taxation
Social policy and taxation have commonly been regarded in Britain as quite separate aspects of government policy. Changes in taxation appear to be decided largely independently of the aims of social policy, and reforms of the social security system are often proposed with no regard to their fiscal consequences. A recent paper by Russell concluded that sharp annual increases in the price of cigarettes should be an essential part of any programme aiming to reduce cigarette smoking by men in the United Kingdom.
