Using data from surveys of businesses in Ohio metropolitan areas, the author investigates the limited impact of economic development programs. Through a case study of economic development projects in Detroit, the author examines the influence of time and information constraints, policy entrepreneurs, and regime maintenance concerns in promoting policy replication and the development of solution sets. Bureaucratic Responsiveness and Complaint Resolution
The severe fiscal constraints affecting the city of Detroit in the early 1980s, although resulting in reductions in funding and personnel for city departments, had little impact on citizen perceptions of city services, as reflected in levels of complaints received by the city's Ombudsman Office.
