This paper introduces a hybrid governance-referring to situations where state and non-state actors collectively provide key services-perspective to disaster management. It contends that hybridity is often the norm rather than the exception in disaster management, particularly in developing countries where the state is frequently weak and may be unable or unwilling to supply essential services. In Search of a Durable Solution
The world's 30 million refugees live in limbo waiting for solutions, while their host countries experience ever-greater strains. The authors found that only one-third of refugees return home after ten years. Returns have not kept pace with new displacement, leading to a growing total number of refugees. This book examines this question through an in-depth case study of Northern Ireland. Protestant organizations perform over 2,500 parades across Northern Ireland each year. Prominent theories of ethnic conflict argue that instrumental ethnic elites incite violence in order to promote their own power. The new era of intensifying global competition is characterized by rivalry in the political, economic, and military spheres. This report summarizes findings of a study about the character of the emerging era of international competition.
