It's about the connections we've made with each other: Resilience and risk translation in governing healthcare during the Covid-19 pandemic
In this paper we focus on risk translation in the governing of healthcare during the COVID-19 pandemic. We do so to explore crisis resilience in healthcare systems as a concrete practice. We build in this paper on a multi-sited ethnography of the Dutch crisis-organization in healthcare between March 2020 and August 2022. We zoom-in on regional networks of acute care delivery (ROAZ) during the second year of the pandemic in the Netherlands (from A…
The clocks run at slightly different speeds. Clashing timeframes in Covid-19 health risk governance
Decision-making processes in times of crisis are rarely scrutinised. In this study we open up the ‘black box’ of regional COVID-19 decision-making. From March 2020 to June 2021, we had the unique opportunity to do (mostly) on-site ethnographic research and watch the unfolding of COVID-19 decision-making, as this took place in meetings. This enabled us to examine how timeframes played a key role within an important decision-making forum in the Net…
Governing the resilient city: An empirical analysis of governing techniques
Resilience is increasingly used as a new discourse for dealing with future shocks, crises and transition in urban governance. Although embraced in policy and academia, resilience is also severely critiqued as a continuation of neo-liberal thinking. To avoid the trap of imposing a meta-narrative on resilience, we argue that resilience should be treated as a ‘matter of empirics’. Using a governmentality lens, we empirically investigate how the resi…
Framing the pandemic: Multiplying "crises" in Dutch healthcare governance during the emerging Covid-19 pandemic
In this paper we explore the impact of the emerging COVID-19 pandemic on the governance of healthcare in the Netherlands. In doing so, we re-examine the idea that a crisis necessarily leads to processes of transition and change by focusing on crisis as a specific language of organizing collective action instead. Framing a situation as a crisis of a particular kind allows for specific problem definitions, concurrent solutions and the inclusion and…
The Urban Lab: Imaginative Work in the City
In the field of city-governance urban labs are being constructed as experimental spaces of knowledge production, innovation and urban governance. This perspective is mirrored in the majority of the literature engaging with the urban lab. However, empirical evidence shows that 'urban labs' are also constituted through imaginative work practices that remain unexplored in theory and practice. In order to address this gap and to delineate how these s…
