  • The Tragedy of School Desegregation

    Open Access•Christine H Rossell, Christine Rossell•ARTICLE•Political Science Quarterly•2024

The Crucible of Desegregation: the Uncertain Search for Educational Equality details the legal, social, and political history of school desegregation over the last century and half. The author describes the creation of the civil rights state at the state and federal level, the continuing ambiguity of the term desegregation, the lack of support for mandatory reassignment by Black parents, the reluctance of school officials to apply for a terminati…

  • The Desegregation Efficiency of Magnet Schools

    Open Access•Christine H Rossell, Christine Rossell•ARTICLE•Urban Affairs Review•2003•Citada por: 9•Referencias: 13

Magnet schools are an attempt to introduce market incentives into school desegregation policy. The analyses presented here assess the extent to which they have improved the effectiveness of desegregation plans in a 600-school-district national sample from 1968 to 1991. I find that adding magnet schools to a voluntary plan does not seem to produce any more interracial exposure than does a voluntary plan without magnets. Moreover, there are diminis…

Bilingual education is the use of the native tongue to instruct limited EngUshspeaking children. The authors read studies of bilingual education from the earliest period of this literature to the most recent.Of the 300 program evaluations read, only 72 (25%) were methodologically acceptable-that is, they had a treatment and control group and a statistical control for pre-treatment differences where groups were not randomly assigned.Virtually all o…

  • Controlled-Choice Desegregation Plans

    Open Access•Christine H Rossell•ARTICLE•Urban Affairs Review•1995•Citada por: 10•Referencias: 8

Supporters of controlled choice argue that it is a superior desegregation tool and a superior educational reform. This author addresses the first of these claims in a sample of 20 school districts above 30% minority and finds that controlled-choice plans are almost as unpopular as mandatory-reassignment plans. In addition, they produce more white flight than magnet-voluntary plans but less than mandatory-reassignment plans. Finally, controlled-ch…

  • The Progeny of Brown

    Christine H Rossell•ARTICLE•Urban Geography•1994•Citada por: 2

This paper discusses the evolution of school desegregation plans from (a) freedom-of-choice plans in the 1950s and 1960s, to (b) mandatory reassignment plans in the 1970s, to (c) voluntary plans with magnet incentives in the 1980s and 1990s. The desegregation and white-flight outcomes of these three different types of desegregation plans areanalyzed in two school districts, one southern—Savannah, Georgia—and one northern—Stockton, California. The…

    Christine H Rossell•ARTICLE•Bilingual Research Journal•1992•Citada por: 2

The Ramírez, Pasta, Yuen, Ramey & Billings 1991 study analyzing the achievement of 1,054 language-minority children in structured immersion, early-exit and late-exit bilingual programs has several serious flaws which lead me to conclude that we cannot place any confidence in the finding of no consistent difference in the achievement of children regardless of how much Spanish or English is used in instruction

  • The Carrot or the Stick for School Desegregation Policy

    Open Access•Christine H Rossell•ARTICLE•Urban Affairs Quarterly•1990

The relevance of the public-choice model of decision making for school desegregation is tested by comparing the desegregation effectiveness of voluntary plans, which depend on parents choosing magnet schools, to mandatory reassignment plans, which "force" parents to send their children to desegregated schools. A desegregation plan based primarily on voluntary transfers to magnet schools will produce greater long-term interracial exposure than a m…

  • Is it the Busing or the Blacks

    Open Access•Christine H Rossell•ARTICLE•Urban Affairs Quarterly•1988

This study compares racial factors and the policy costs of school desegregation in influencing white student withdrawal in two large school districts-Los Angeles, California, and Baton Rouge, Louisiana. Mandatory reassignments produce predictably large school-loss rates that can be used to estimate the interracial exposure of proposed alternative desegregation plans. On average, 55% of the white students reassigned to schools above 90% minority w…

White flight from cities has been a much discussed phenomenon in the last decade. Despite widespread speculation over which policies aggravate this trend and which slow it down, there has been little systematic research as to its causes and consequences. Nevertheless, administrators and politicians often claim that school desegregation, perhaps one of the most controversial policies of the last decade, is counterproductive because it acclerates w…
