No Success Without Approval
Based on interviews with political strategists, officials from regional administrations, and CEOs, this article describes the mechanism for using administrative resources in the electoral process in Russia. Administrative resources are the set of informal or semi-formal practices used by government officials to ensure a predetermined result in an election. These resources are deployed to keep power in the hands of the ruling elite at all levels. …
On Subregional Differences in Attitudes Toward Petty Corruption in the Russian Far East
This study examines differences in experiences with petty corruption and attitudes toward it among residents of four major urban centers in Russia’s Far East, the country’s largest but understudied macro-region. Analyzing our own survey data, we find that one subregion stands out from the other three considered in the study. Residents of the Sakha Republic (Yakutia) demonstrate more negative attitudes toward corruption and report less frequent oc…

Responses to the Challenges of Training and Retaining Scholars in Russian Academia
he Russian higher education system is currently facing the mounting challenges of competition, internationalisation, restrictions on academic freedom, inequalities in access, massification, academic dishonesty and corruption. This paper discusses how Russian universities are able to develop, attract and retain academics in the profession under such difficult conditions. Analysing two recent and ongoing large-scale measures − the reform of doctora…
Double Standards as Modus Operandi
Based on expert interviews (n = 75) conducted between October 2018 and July 2019 in selected Russian regions, the authors identify several types of strategies used by businesses while dealing with the government. These include collusion, revolving-door affiliations, conflict of interest, ‘voluntary’ donations and other forms of support to the ruling party (and sometimes the opposition parties) in exchange for public contracts or preferential trea…
The lacuna model
This paper presents the lacuna model—an innovative investigational tool for the study of cross-cultural differences in a broader context. Originally developed and still widely used as a linguistic instrument, the lacuna theory also applies to empirical investigations in the field of cross-cultural management. Using several examples from the business world to illustrate the taxonomy, the authors demonstrate how lacuna analysis can be carried out. …
The effects of anti-corruption videos on attitudes toward corruption in a Ukrainian online survey
This paper presents the outcomes of an anti-corruption educational intervention among Ukrainian students based on an online experiment. More than 3,000 survey participants were randomly assigned to one of three different videos on corruption and its consequences (treatment groups) or a video on higher education (control group). The data suggest a high level of academic dishonesty and misconduct among young people, but also a negative attitude tow…

Our study of 110 CEOs and owners of companies operating in Russia tested a new, ethnographic approach to managing corruption at a firm level. We conceptualize ‘managing business corruption’ as devising and implementing strategies that mitigate corruption-related risks in an effective wa…

An experimental evaluation of an anti-corruption intervention among Ukrainian university students
In this paper, we investigate experimentally the effect of an anti-corruption intervention – an info folder based on materials developed by Transparency International – on Ukrainian university students' willingness to participate in an anti-corruption campaign and their general attitude toward corruption. In a survey of 600 students in the Ukrainian city of Lviv, individuals were randomly exposed to either the anti-corruption folder (treatment gr…

In particular, perceived corruption is highest in the Eastern o…
