Partially Constrained Gravity Models for Predicting Spatial Interactions with Elastic Demand
The levels of spatial interactions with certain types of public services, such as libraries and recreation facilities, may vary with the total numbers of opportunities available. Two partially constrained gravity models are developed that provide for this possibility of elastic demand. Equity in the delivery of urban services traditionally has been evaluated by considering the quantities of the service provided to residents of different neighborhoods within the city. Central City Dominance in Metropolitan Areas and the Availability of Affordable Housing
Fragmented suburban jurisdictions dominating a metropolitan area may limit the availability of affordable housing because of their restrictive land use regulations. When the central cities are dominant, however, their less restrictive land use regulations may result in the increased availability of affordable housing. While it has been commonly assumed that racially mixed neighbourhoods in US cities will become increasingly black, the results of this study question the validity of this assumption. In a series of simulations it is shown that in urban areas with no black inmigration the proportion of the black population does not increase in racially mixed neighbourhoods, unlike the case where there is black in migration to the urban area.
