Welfare discourses in India
This paper is an attempt to analyze the trajectories of welfare policy in India since independence. Four overlapping phases are outlined, keeping in mind the transformations in the political and economic contexts. The corresponding welfare discourses are: Paternalistic, Clientelistic, Basic Needs and Responsive. These concepts indicate broad strategies of policy and are not analytical categories. This article is an attempt to assess the extent of convergence in the policies of two major national political parties in India – Congress and the BJP – by examining their electoral pledges as expressed in their manifestoes during the last three general elections. Any citizen can seek information from government and thereby demand transparency and accountability in governance. The Act is the result of a movement at the grassroots level organized by the poor and the marginalized.
