A Contest for Legitimacy
The divestment movement has sought to influence attitudes to fossil fuels by framing producer companies as pariahs and as unnecessary and redundant. In response, the fossil fuel industry has engaged in a direct and aggressive attack on the divestment movement. This article considers the relationship between the movement and the industry as a contest for legitimacy for both the organizations and the norms they advocate. Through a case study of the…
Organized Crime Control in Australia and New Zealand
By global standards, the problems with organized crime experienced by Australia and New Zealand are moderate. Yet, in both countries, organized crime is perceived as a growing threat requiring a vigorous and coordinated response. This perception has been driven mainly by public incidents of gang violence. It locates these practices historically as well established, with a lineage that stretches back to the beginnings of the police in Britain and earlier. The article identifies different forms of user-pays policing, the various practices they include and the regulatory issues raised by them. Consideration of the tension between a conception of policing as a public service and charging for poli…

Force Multiplier
Voluntary citizen participation in law enforcement may be carried out within public police organisations, in cooperation with police or purely as a citizen initiative. In any of its diverse forms, it is a gift of resources to police that carries with it both benefits and risks for them. Harnessing these resources in a way that maximizes benefits and minimizes risks presents police with a real challenge. This article surveys varieties of gifts of …
Policing By Command
This article addresses the numerous ways command or coercion is used by the state to enhance law enforcement, ways that involve creative interactions with both the targets of law enforcement and third parties. Coercive measures encompass both mandatory reporting and mandatory action. Examples are given and the benefits of using coercion in such circumstances discussed. However, coercion may also have unintended consequences and impose unreasonabl…
