When authoritarianism takes hold and freedom and democracy are existentially threatened, how can we counteract this? And why at all? Karl Loewenstein's "Apology of Liberal State Thought", written in 1932, is more than just a history of science and ideas of the 20th century, and also more than a contribution to the history and interpretation of liberalism. The mastermind of the concept of defensive democracy argues with heart and mind for the foun…

The Changing Nature of Literary Censorship, 1961-1965
From 1961-1965, the Writers’ Union was transformed from a place where writers debated and primarily made their own decisions about what to publish to an organization under watchful gaze of official censors at Glavlit (the Main Administration for the Protection of Military and State Secrets in the Press). In these years, decision-making authority switched from give and take within the union to censors who had ideological, not literary expertise. A…
Khrushchev's Cold Summer
The Khrushchev era has been a focus of much recent activity by young scholars. The two titles here show some of the best new analysis of a complex period. Miriam Dobson and Mark B. Smith bring archival research to two central questions about the post-war USSR: the relationship of the state to the population, and the best way to periodise the era. First, both authors show that the relationship between policy-makers and the public was complex and b…
Obshchestvennost' as Key to Understanding Soviet Writers of the 1950s
The concept of obshchestvennost' , a Russian term that is difficult to translate, helps us understand the ways that writers responded to Nikita Khrushchev's speech denouncing Stalin in 1956. The term can be seen as the public, public opinion or civil society, and was part of an attempt to transform the Moscow section of the Writers' Union. This article uses the concept to investigate the formation of a new newspaper called The Moscow Writer. The …

Ideology and Ritual
This article examines the relationship between a few Soviet writers, the leadership of the Writers’ Union and administrators at the Central Committee as they navigated a new landscape using old forms of Soviet political ritual. Throughout 1953–4, writers demanded a Writers’ Union based on discussion (diskussiia), a ritual taken from Stalinist times. They argued that decision‐making should come not from Central Committee bureaucrats, but from the …
Re-emergence of public opinion in the Soviet Union
This contribution examines the way that the surprise of Khrushchev's secret speech forced the Soviet party leadership to acknowledge public opinion. Before 1956, the Soviet state paid lip service to the idea of public opinion, but paid no attention to it. The outpouring of emotion and argument after the twentieth party congress made policy makers take notice. In meetings throughout the country, Soviet citizens asked hard questions and raised crit…

Verfassungslehre

Max Weber's Political Ideas in the Perspective of Our Time

Fascism a World Movement. Fascism is no longer an isolated incident in the individual history of a few countries. It has developed into a universal movement which in its seemingly irresistible surge is comparable to the rising of European liberalism against absolutism after the French Revolution. In one form or another, it covers today more areas and peoples in Europe and elsewhere than are still faithful to constitutional government. Fascism's p…

Some Illustrations of Militant Democracy. Before a more systematic account of anti-fascist legislation in Europe is undertaken, recent developments in several countries may be reviewed as illustrating what militant democracy can achieve against subversive extremism when the will to survive is coupled with appropriate measures for combatting fascist techniques.1. Autocracy Versus Democracy in Contemporary Europe, I
Looking over the political scene of contemporary Europe, we observe that the European states are aligned in two fundamentally antagonistic camps of political institutions and ideals. Democracy and liberal institutions are still in force in Great Britain, the Irish Free State, France, Belgium, the Netherlands, the Scandinavian countries of Sweden, Norway, Denmark, and Finland, in Switzerland, and in Czechoslovakia; while autocracies at present emb…
Autocracy Versus Democracy in Contemporary Europe, II
Having made some general observations on the aspirations and obstacles of fascist ideology in democratic countries, we shall now attempt to weigh the actual possibilities of a further spread of autocratic rule in the principal states of Europe. Herein we cannot abstain from a certain amount of prophecy, with all the hazards of statements not entirely based on undisputable fact; but we shall try to keep the forecast within reasonable bounds and to…

The Demise of the French Constitution of 1875
French constitutional theory, on the basis of extensive national experience, distinguishes between revolutions from below-elementary ground-swells among the masses which sweep irresistibly over the nation and destroy all constitutional obstacles-on the one hand, and revolutions from above, by coup d'état of a constituted organ, either a legislative body or a governmental agency, on the other hand. In the latter case, an effort is made to connect …

War-Time Priorities in Research
In the report of the Association's Committee on War-time Services occurs the following passage: “It seems to the Committee that the customary individualism of the profession is a luxury that cannot be unimpaired in war-time; political scientists must not go through the war with a business-as-usual attitude toward research and critical writing. The crises upon the nation and awaiting the nation demand that the profession recognize priorities in it…
