Digital sovereignty
The sovereignty challenges of public data in the face of the private sector lead local authorities to implement data management strategies. The study is based on a comparative analysis of the digital strategies of four urban local authorities between France and Belgium. These two countries are characterized by two distinct territorial organization models: a unitary system and a federal system. The results reveal an awareness of sovereignty issues…
A comparative analysis of mobile phone data and travel surveys in understanding travel behaviour
This study evaluates the comparability of aggregated mobile phone data (MPD) derived from passive network signalling events and traditional travel survey data for urban transport planning, using the province of Liège as a case study. Our analysis demonstrates that while MPD captures a higher density of origin–destination (OD) connections, it cannot fully replicate all flows observed in surveys, underscoring the need for a complementary approach b…
Community mosaic models – a tool for defining communities within disaster risk management
Purpose Community is hard to define, but understanding what constitutes a community is crucial for effective decision-making. This article presents the idea of the community mosaic model. The model offers a flexible and operative tool for researchers, policymakers, and practitioners to identify and explore communities. Design/methodology/approach A two-phase systematic literature review established the theoretical definition of community. Followi…
Using comparative approaches to model deprivation in Antananarivo, Madagascar
Identifying housing vacancy using data on registered addresses and domestic consumption
Housing vacancy is a significant issue in developed countries’ decaying and densely populated cities. Comparisons are made between the number of ‘vacant housing’ and ‘homeless people’ stressing the existence of inequalities in access to housing. The reasons for addressing vacancy are manifold, ranging from mitigating urban blight to mobilising latent resources in tight markets. Little attention is paid to vacancy in municipal housing strategies. …
A multidimensional framework for assessing cultural heritage vulnerability to flood hazards
This study proposes a multidimensional framework for the assessment of cultural heritage vulnerability to flood hazards. In this framework, cultural heritage is framed within a landscape approach drawing on the concept of the historic urban landscape as a physical entity, a lived space and a layered socio-economic environment. In such manner, this study emphasises that climate change disturbs both tangible and intangible aspects of cultural herit…
Disaster risk management and cultural heritage
Research into the sustainable management of the world's cultural heritage (CH) is increasing. This is due to the vulnerability of CH to climate-related disasters and the perceived contribution of CH to the achievement of broader sustainability goals. Despite the perceived benefits of bringing together CH and sustainability, researchers have identified barriers that slow integration. These barriers are theoretical and practical, and targeted resea…
Implementing empowerment projects in urban neighbourhoods
Local governments support community empowerment in urban neighbourhoods through citizens’ active participation in urban renewal. While specific actors implement empowerment goals using dedicated instruments, implementation gaps remain, partly due to a lack of knowledge of neighbourhood governance. Our study aims to understand the actors’ roles and interactions in four cities of the Euregio Meuse-Rhine, combining action research and comparative ca…
Ontologies of live-work mix in Amsterdam, Brussels and Stockholm
This paper examines the impact of institutional frameworks on ontologies of ‘live-work mix’, i.e. the renewed intertwining of residential and economic uses in urban developments. We aim to understand how local housing and planning regimes influence the nature of live-work mix by comparing three contrasting institutional frameworks (Amsterdam, Brussels, Stockholm), using an institutionalist approach to governance drawing on the concept of path dep…

Regulating urban densification
Highlights Urban densification is increasingly accepted as a necessity and is important for no-net land take. Densification occurs in many places, especially fast-growing cities with a combination of demographic change, economic pressure and large transport infrastructure projects. The costs and benefits of density require a nuanced understanding: potential direct, indirect and cumulative effects (environmental, economic and social), both on- and…
Urban density and Covid-19
A literature review and analysis is presented on the influence that urban density has on the diffusion of Covid-19. Six main categories of factors are identified: urban settlement, socioeconomic factors, urban services, urban environment, policies and time. At this stage there is no scientific consensus about the effect of density. Urban connectivity appears to play a bigger role in the diffusion of the pandemic. Important gaps are identified in …

Procedural generation of flood-sensitive urban layouts
Aside from modeling geometric shape, three-dimensional (3D) urban procedural modeling has shown its value in understanding, predicting and/or controlling effects of shape on design and urban planning. In this paper, instead of the construction of flood resistant measures, we create a procedural generation system for designing urban layouts that passively reduce water depth during a flooding scenario. Our tool enables exploring designs that passiv…
Online communities and their contribution to local heritage knowledge
Purpose The purpose of this study is to explore the potential of social media as a framework for people-centered heritage. With a focus on the interpretation and display of heritage by online communities, this paper aims at providing insights into the social production of heritage – the social co-construction of meanings of everyday landscape and the making of the collective and local identity. Design/methodology/approach This paper proposes a me…

Colour in the city
This paper presents the implementation of a tool that can be used to characterise chromatic attributes of an urban area. The challenge is to provide statistical and quantitative answers to these questions: how is colour organised, how does it develop its own structure in the city? How can colour appear as an indicator of homogeneity and spatial coherence? We use a K-means statistical clustering technique to produce chromatic types of building faç…

Challenges of water and sanitation service co-production in the global South
Co-production of water and sanitation services, especially in the global South, implies that recipients of a service play a fundamental role in managing water resources. In the context of citizen–government synergies, service recipients are more than consumers, and (co)-production alters their involvement in the service production process, with respect to their relationships with both the natural resources and the delivery process. Our hypothesis…

Addressing the determinants of built-up expansion and densification processes at the regional scale
An in-depth understanding of the main factors behind built-up development is a key prerequisite for designing policies dedicated to a more efficient land use. Infill development policies are essential to curb sprawl and allow a progressive recycling of low-density areas inherited from the past. This paper examines the controlling factors of built-up expansion and densification processes in Wallonia (Belgium). Unlike the usual urban/built-up expan…

Characterising the Morphology of Suburban Settlements
Urban sprawl is transforming our landscapes and rural areas at a spectacular pace. Measuring the strength of the phenomenon and proposing dynamic ways to delineate suburban areas have been the object of much debate amongst scientists. The present article takes the view that, beyond measuring and delineating suburban areas, more efforts should be directed to qualifying the morphology of built settlements within these areas. Therefore, it proposes …
