Hypotheses are examined concerning (1) the local environmental factors that may influence whether minority leaders attempt to replace at-large systems of electing city councils with districts, and (2) the effect of such changes on representational equity. The effect of a change from at-large to district representation on the agendas of local councils is examined in five cities.
