    This paper develops a method to identify manipulation of custodial suspects who attempt to invoke the Miranda right to legal counsel during a custodial interrogation. The method, developed from a combination of framing theory and hypergame theory, first documents the point where custodial suspects' preferences shift and second identifies the proximate cause of that shift using excerpts from legal cases. Prior studies have not considered the interaction of format and device on time to complete an assessment and have instead treated each of them separately with conflicting results.     This paper examines the ability of the mass media to enhance compliance with the law by the use of moral appeals. Drawing on the moral development literature and the literature of mass communication effects, we set forth a model for designing mass media campaigns directed at improving compliance with the law.     Sample surveys report that admitted tax evasion remains widespread and shows no sign of declining. An analysis of communication effects among Oregon adults suggests divergent, not convergent patterns among the users of mass media and personal information channels.     A sample survey of 800 Oregon adults showed that nearly one in four admit they practice evasion. Higher percentages were found for people who were young, with low income, male, and who believed their chance of getting caught was low. Occupational prestige and belief that the tax system is unfair were unrelated to noncompliance.
