The Historicity of International Politics
The past is constantly present, not least in the study of imperialism and imperial forms of power in international politics. This volume shows how historical trajectories have shaped international affairs covering a wide range of imperial and (post-) colonial settings in international politics, substantiating the claim that imperial and colonial legacies - and how they have transformed over time - are foundational to the historicity of internatio…

Food policy and state formation in Senegal and Uganda
Food policy is a predominantly overlooked vector of state formation in Africa. Comparing the trajectories of food policy in Senegal and Uganda, this article shows how internationally embedded food policies underpin state domination. It highlights three themes – early colonial food policies, the rise of organisational knowledge and the internationalisation of state domination through multilateral “assistance”. This argument is based on field resea…
How social policy travels
Building on a critical engagement with the diffusion literature, this article introduces a refined model of diffusion that sheds light on crucial but so far neglected aspects of the diffusion process. First, by introducing four analytically distinct constellations of diffusion, we highlight important differences between the participating units of a diffusion process. Therefore, the model also allows for analysing very early developments of social…

The Social Question and State Formation in British Africa
The paper explores governmental perceptions and reactions to "social questions" in British colonial Africa, c. 1880-1950. By comparing three different political entities, Egypt, South Africa and Uganda, we find that authorities across cases have been acutely aware of potentially destabilising social change. Some social problems actually resulted from colonial projects themselves, giving rise to rather contradictory interpretations and policies. H…
International organizations, their staff and their legitimacy
If the journal was to fulfil its given task, it obviously had to seek capitalism wherever it was available, without any consideration of national boundaries ... This systematic expansion towards the possibly broadest territory granted the Archiv an international character in even a higher degree than other publications within the discipline
Rationality and International Domination
Rationalization, a core concept of Max Weber’s sociology, has so far largely been ignored in International Relations (IR) theory discussions, although his ideas about rationalization open new pathways for theorizing modernity and conflict. We revisit Weber’s concepts of rationalization and domination to show the limits of two key bodies of related knowledge in IR: scholarship on international organizations as bureaucracies and ideas on rationaliz…

Armed Groups and the Politics of Legitimacy
This article serves as an introduction to a special section on the question of the legitimacy of non-state armed groups. Starting with a short discussion of the literature on armed groups as political actors, the authors emphasize the importance of the often-underestimated dimension of legitimacy. After having conceptualized legitimacy in more detail, the article addresses three key challenges armed groups usually face regarding the politics of l…
Another Weber
While there has arguably been a partial reception of Weber in international relations (IR), we argue here that his ideas have either been misunderstood or neglected. In order to highlight the most valuable Weberian insights, we focus on two topics of crucial importance to IR. First, in our view, Weber's crucial contribution to the study of states is not his alleged emphasis on the monopoly of violence but his concern with the problem of legitimac…

Na krilima patriotisma—On the Wings of Patriotism
This article addresses the causes and dynamics of spin-off violence by paramilitary groups that developed in Serbia in the early 1990s. It shows that some forms of violence that challenge the state’s monopoly come into being due to decisions of state agencies. But delegated violence easily develops a life of its own, and therefore the decisions of state leaders are not the only variable, perhaps not even an important one, needed to explain the dy…
With the State against the State? The Formation of Armed Groups
Non-state war actors have trajectories. While recent research contributions stress the role of material interest as the driving force for the formation of non-state war actors, this article attempts to sketch an alternative explanation for their formation. Based on a data-set of 80 cases and comparative case discussion it focuses on the relationships that leaders and staff members of armed groups entertain before the actual formation of such grou…
Uganda, Or
Statebuilding is the declared objective of international donors in many African contexts and elsewhere. Uganda, where a civil war ended 20 years ago, can serve as a showcase in order to see what the outcome of internationalised post-war policies is. Analysing the dynamics around the state's armed forces and the problems of taxation, this article argues that the outcome is not statebuilding but the internationalisation of rule. This constellation,…

States, Scarcity, and Civil Strife in the Developing World. By Colin H. Kahl. Princeton: Princeton University Press, 2006. 354p. $35.00.Environmental issues have only recently attracted more attention in social science's reasoning about the causation of war. Even though many scholars would probably agree with the assertion that environmental degradation and demographic pressure play a role in the causal nexus of many civil wars, the question of h…

Is ethnicity a cause of war
Since the end of the Cold War, the vocabulary of politics has changed. The violent decay of Yugoslavia, the separatist movements in Ethiopia, and the small wars in the Philippines indicate that an era of ethnic conflicts has replaced the former East‐West rivalry. Since the outbreak of violent conflicts in the former Soviet Union, the phrase “ethnic conflict” has ruled the titles of newspapers and magazines and has even found its way into the disc…
