Germany and Japan
Signifying the return of great power revisionism by all means, Russia's invasion of Ukraine has had a dramatic impact on the security and defense postures of Germany and Japan, two key US allies with strong anti-military foreign policy traditions based on peace constitutions. In analyzing the two countries’ far-reaching adjustments between 2022 and 2024, this article reflects on four major factors to explain the respective trajectories: threat pe…
Japan’s new arms export policies
This article examines the significance of the changes in Japan’s arms export policy following Prime Minister Abe Shinzō’s return to power in 2012—a topic which has so far received insufficient scholarly attention. Established in the 1960s and 1970s, Japan’s ‘virtual’ ban on arms exports was an expression of the country’s postwar anti-militarism. Case studies on militar…

Lessons From Fukushima
Following the Fukushima nuclear disaster of 2011, the Japanese Cabinet, the Japanese Diet, a private-sector group as well as the operator of the Fukushima Daiichi nuclear facility, TEPCO, each set up an investigation commission to examine the causes of the accident, scrutinize the crisis response and make recommendations for future policies.
