The neoliberal policy experimentation on carbon emission trading in China
China’s emission trading schemes are introduced as a prelude to a nationwide scheme. They allow authoritarian centralized control to strengthen, while making room for decentralization and business engagement. This article explores a mechanism that accommodates these contradictions. Our objective is to elaborate on the dynamic between centralizing and decentralizing forces. In China, the ongoing process of neoliberalizing climate change policies i…
Institutional obstacles and opportunities for policy entrepreneurship in cross-border environmental management
Air pollution was placed very low on China's policy agenda in the 1990s. Sharing the PRD's Southern border, Hong Kong became increasingly concerned with the pollution originating from their rapidly developing neighbors. This paper offers an explanatory study for the implementation of a trans-boundary air quality monitoring network in 2005 which was, in many ways, considered a breakthrough in environmental cooperation in this region. Empirical evi…
Naturalizing people, ethnicizing landscape
Tourism is often used in conjunction with the creation and consumption of knowledge to mold the ways in which people perceive, imagine and understand “other” places. This article examines how the imagery and framing of tourism promotion both utilizes and reciprocates constructions of China’s ethnic minority, rural places and peoples. Through an analysis of the promotional imagery of a rural and ethnic tourism resort, the discussion highlights how…

Fragmented Bureaucracies in Built Heritage Conservation
Located in Guangzhou, Shamian Island was leased as a foreign concession to the British and French forces in the mid-nineteenth century. The island has been granted the highest heritage protection status. Through the lens of the Fragmented Authoritarianism framework, this paper examines the bureaucratic structure of the Chinese state, bargaining activities, and policy outcomes related to conserving Shamian Island. The following conclusions are dra…
The role of private sector in built heritage conservation
The pursuit of cultural heritage conservation is particularly problematic in China as the country has been undergoing substantial changes in its governance processes in the post-reform era. As the regime becomes less authoritarian and more pluralized, a multitude of stakeholders (both state and non-state), are now involved in promoting, constructing, challenging and safeguarding a variety of meanings and values in heritage. This paper focuses the…
Heritage conservation and advocacy coalitions
The Enning Road redevelopment project has been controversial in Guangzhou as the site possesses many vernacular buildings that are not officially recognised by the authorities as significant but are nevertheless highly regarded by non-state stakeholders as important entities that embody the unique essence and culture of local neighbourhoods. This paper examines the positive role led by the press media, the New Express, in bringing about changes i…
Strategy Misguided
The surge in automobile use in the Pearl River Delta region has led to a substantial elevation of ambient concentrations of vehicle-based air pollutants. These pollutants have created a region-wide air pollution problem marked by a steady increase in the number of smoggy days in the Delta, presenting a serious threat to public health. Evidence gathered from Guangzhou suggests that the city's strategy for controlling urban air pollution has not be…
