Urban Service Distributions
The distributional consequences of service outcomes are analyzed using citizen evaluations. The legitimacy of this approach is established by arguing that an evaluation of service equity should consider the fiscal incidence of service provision. As such, an equity norm is defined around the concept of a positive fiscal residual. Six urban services are evaluated using this norm. Regional Cyclical Patterns and Structure, 1954-1975
A sample of 27 American SMSAs is analyzed by means of spectral methods to determine regional cyclical patterns for the postwar period. The observed spectral statistics in the cyclical frequency band indicate that the severity of regional cycles seem to differ quite widely among regions though regional cycles tend to be national in scope.
