We examine how agricultural subsidies may induce deforestation and interact with conservation programs by analyzing two large-scale national programs in Mexico that have existed simultaneously for more than a decade: an agricultural subsidy for livestock (PROGAN) and a program of payments for ecosystem services (PES). The unintended consequences of production bans
Production bans are a common way for governments to address issues of social concern. However, when consumer demand for banned items is insensitive to price changes, cross-border trade may undermine these efforts. We examine the effects of Kenya’s 2018 moratorium on the extraction of wood products, including logs and charcoal, from public and community forests. This article examines the impact of the 1850 Austro-Hungarian customs union on production land-use outcomes. Using newly digitized data from the Second Military Survey of the Habsburg Monarchy, we apply a spatial discontinuity design to estimate the impact of trade liberalization on land use. We find that the customs union increased cropland area by 8 percent per year in Hungary between 1850 and 1855, while forestland area decreased by 6 percent.…

In 1991, thousands of South Sudanese boys walked into Kenya. Having fled war in their own countries, about 20 thousand of these "lost boys" first tried taking refuge in Ethiopia. With no real options to stay, many were killed on their walk back to South Sudan or while attempting to swim the crocodile infested River Gilo, before entering Kenya. We study the consequences of poverty-alleviation programs for environmental degradation. We exploit the community-level eligibility discontinuity for a conditional cash transfer program in Mexico to identify the impacts of income increases on deforestation and use the program's initial randomized rollout to explore household responses. This article examines spatial changes in production in the presence of civil conflict. A simple model predicts land abandonment which increases with proximity to insecurity, and welfare losses to rural land owners. The model also predicts that food aid can buffer the land-use change impacts generated by war. Spatial data on land use, violent events, displaced populations and aid from 2001–2007 corroborate these predictions in Darfur, Sudan. The r…

We investigate a Mexican federal program that compensates landowners for forest protection. We use matched controls from the program applicant pool to establish counterfactual deforestation rates. Deforestation was reduced by 50% in enrolled parcels, but expected average clearing rates without the program were low (0.8% per year), suggesting modest total avoided deforestation benefits.
