Slow Diplomacy
This Forum Discussion explores the notion of slow diplomacy via an engagement with the tradition of diplomatic epistolography. Specifically, it examines an overlooked aspect of diplomatic practice operating beyond the instrumental, fast-paced, and solution-based exchanges of diplomatic communication. Our focus on epistolography shifts from letters as static artifacts and correspondences to letters as “silent envoys” and iterative performances tha…
Before the West
International relations (IR) research has increasingly explored non-Eurocentric histories by analyzing, for example, different historical international systems, societies, and orders beyond Europe, as well as the agency of non-Western polities in constituting world politics (see Phillips and Sharman 2015; Hobson 2020; Spruyt 2020). Before the West contributes to this burgeoning literature. Zarakol offers a longue durée “account of the history of …
Differing about Difference
Difference, a central concern to the study of international relations (IR), has not had its ontological foundations adequately disrupted. This forum explores how existential assumptions rooted in relational logics provide a significantly distinct set of tools that drive us to re-orient how we perceive, interpret, and engage both similarity and difference. Taking their cues from cosmological commitments originating in the Andes, South Asia, East A…

The Elections in Israel—2003
The Elections in Israel - 2003 brings together leading Israeli and North American social scientists and their state-of-the-art, in-depth analysis of the 2003 Israeli national elections. These elections returned Ariel Sharon and the Likud to power amid one of the bloodiest rounds of conflict between Israel and the Palestinians and a severe economic downturn in Israel. Contributors analyze the electoral behavior of the voters as a whole and various…

The religious experience as affecting ambivalence
Religiosity increases both criticism and instability in democratic performance evaluations, and accordingly decreases reliance on these assessments in the construction of political self-efficacy, trust in institutions, and patriotism. This is due to the conflicting experiences that religious citizens of democracies live through; while their personal religious environment often adheres to many undemocratic characteristics, their experience as citi…
A Decade Later, the World Had Changed, the Cleavage Structure Remained
The defining challenge for Israel since 1967 has been the future of the territories captured in the Six Day War and the population living in them. With the stalemate festering and the salience of the conflict very high, the conflict with the Palestinians has become the major cleavage dimension in Israeli politics. Building on the multidimensional conceptualization of cleavage, we argue that despite the occurrence of many, dramatic, changes, the c…

Candidates, Parties and Blocs
The Israeli party system, its parties and its voters, have undergone tremendous change. From a stable dominant party system through a competitive two-bloc system, it finds itself in the 1990s in a state of dealignment, with weakening parties, loosening party ties, fragmentation, growing volatility and frequent turnover in government. The combination of electoral reform, which instituted direct elections of the Prime Minister, new voting groups, a…
Threat and Decision Making
This article explores the relationship between threat and information processing in various conflict situations and extends the analysis to an examination of the relationship between affective and cognitive components of decision making about policy under conditions of high and low threat. Elements of threatening situations are measured using public opinion surveys done mainly in Israel regarding the Arab/Israeli conflict and the conflict between…

Political and Economic Interactions with National Security Opinion
Public opinion drives policy, and public opinion is driven by policy. These propositions are explored using economic developments, government budget policy, national security policy, and public opinion variables in two sets of conditions using routine or crisis conditions as a control variable. The relationships are examined during the Gulf War crisis in Israel (1990-1991). Different sets of significant statistical relations were found for routin…
Collective Identity and Electoral Competition in Israel
Comparative electoral research suggests that issue voting has increased and that the ability of social cleavages to account for voting patterns in most advanced industrial democracies has declined. In Israel, only the first of these generalizations holds. The capacity of social cleavages to structure the vote has been maintained along with our overall ability to explain the vote. Based on longitudinal analysis of electoral cleavages between 1969 …

The Israeli election for prime minister and the Knesset, 1996
Security Threatened
Public opinion has played a crucial role in the transitions from war to peace in Israel since the 1967 Six Day war. Security Threatened is the first major analysis of the interactions among opinion, politics and policy in that period, based on opinion surveys of thousands of adult Jews conducted between 1962 and 1994. The public divided during those years into militant hardliners and more conciliatory security positions, and power either shifted …

Competing Values and Policy Choices
Value hierarchies structure people's position on specific issues when values are in conflict. This general proposition is tested using surveys of Israeli public opinion on issues relating to the Israeli–Arab conflict. Value priorities are shown to be politically and ideologically structured, and not random, with certain value combinations more prevalent and more enduring than others. Most importantly, we establish that people's value hierarchies …

The Primarily Political Functions of the Left-Right Continuum
The concepts of left and right-or liberal and conservative in their American versions-are common terms in politics, in political discourse, and in political analysis. Their meaning, however, is multifaceted at best, elusive at worst, and-over time and across polities-quite divergent. The left-right continuum in politics has been used for 200 years as a means to order a cognitive map of political and ideological relationships. Right and left make …

A People Apart
Israelis believe their country faces serious threat and they will succeed in overcoming these threats. The mechanisms employed for dealing with these two attitude clusters are explored. Based on a national sample (N = 1,116), three mechanisms are shown to dominate: perceived success, denial, and a belief system identified as the People Apart Syndrome. The syndrome consisted of two constructs: God-and-us, relating to a special, mystical relation p…

Health Care in Israel
While there is a widely accepted norm of universal health care provision in Israel, the major sources of health care are particularistic organizations, tied to political parties committed to universal health care provision within particularistic structures, and opposed to nationalization of this vital social service function. Although the ideology of statism remains dominant, those who would lose most by its implementation have con sistently succ…
