Early School Medicaid Expansions and Health Services for Children With Parental Opioid Use Disorder
This cohort study found that, given the complex health and health care needs of children growing up amid the opioid crisis, integrating health care into schools may offer a promising policy solution

Infant safe havens
I estimate whether the ability to anonymously surrender an infant to a safe haven site such as a hospital, police station, or fire station in the United States affects child well‐being. By analyzing variation in state safe haven policies, I find safe haven laws significantly increase infant foster care entrance. I further find suggestive evidence of safe havens reducing infant deaths. The mortality effects are immediate but subside over time, imp…
Home, but Left Alone
We use high-frequency mobile phone movement data and quick-release administrative data from Georgia to examine how time at home during the COVID-19 pandemic is related to child maltreatment referrals. Findings show that referrals plummeted by 58% relative to previous years, driven by fewer referrals from education personnel. After this initial decline, however, each 15 minutes at home was associated with an increase in referrals of material negle…
Coverage Effects of the ACA's Medicaid Expansion on Adult Reproductive-Aged Women, Postpartum Mothers, and Mothers with Older Children
Better Late Than Never
Public health insurance eligibility for low-income adults has improved adult economic well-being. But whether parental public health insurance eligibility has spillover effects on children's health insurance coverage and family health-related financial well-being is less understood. We use the 2016 to 2020 National Survey of Children's Health (NSCH) to estimate the effects of Medicaid expansions through the Affordable Care Act (ACA) for parents o…
Evaluating child maltreatment and family violence risk during the Covid‐19 Pandemic
The COVID‐19 pandemic has affected many child maltreatment risk factors and may have affected maltreatment among vulnerable families. We surveyed 258 certified providers of an evidence‐based home visiting program, SafeCare, about their perception of the impact of the pandemic on the families they serve. We examined if the providers perceived an overall change in child maltreatment and family violence risk among the families with young children th…
Effects of Opioid Treatment Programs on Child Well-Being
Children exposed to parental opioid use disorder are at an elevated risk of maltreatment. We study whether parents’ access to medication-assisted opioid treatment programs (OTPs) affects the well-being of their children. An administrative decision to lift a moratorium on access to these programs in Indiana created the opportunity for this study. We show that after a county opened an OTP, methadone dispensing increased and emergency department vis…
Covid-19 and Crime
COVID-19 has led to an abrupt change in time spent at home, with many cities and states implementing official stay-at-home (SAH), or “lockdown,” policies. Using cell phone block-level activity data and administrative 911 and crime data from the City of Chicago, we estimate the effects of the Illinois governor’s SAH order on calls for police service, crimes recorded by police, and arrests made relating to domestic violence. We find that the SAH or…
Evictions and Neighborhood Child Maltreatment Reports
Each year, nearly 2.5 million evictions are filed in the United States. Recent research links evictions to a host of negative outcomes, but effects on child well-being are less studied, even as evictions are disproportionately experienced by families with children. In this article, we investigate the relationship between evictions and reports of child abuse and neglect, a key indicator of child well-being. Drawing on 5 years of block-group-level …

Child Support and the Affordable Care Act's Medicaid Expansions
A quickly developing literature has shown that the Affordable Care Act's (ACA) Medicaid expansions have improved health insurance coverage, health, and financial well‐being among low‐income adults without dependent children. This population includes noncustodial parents. With substantial overlap in the population that is typically obligated to pay child support and the population that has strongly benefited from the expansions, there may be poten…
The Social Welfare Policy Landscape and Child Protective Services
Contemporary child welfare policies in the United States are well-suited for prevention of child abuse but fail to account for the relationship between family financial hardship and neglect, that is, the lack of safe and consistent care. We argue that rates of child neglect have been stagnant because of two failures: (1) lack of recognition of financial hardship as a causal mechanism of neglect and (2) federal policy that purposefully omits allev…

Effect of the Affordable Care Act on Breastfeeding Outcomes
Objectives. To assess how the 2012 Affordable Care Act (ACA) policy change, which required most private health insurance plans to cover lactation-support services and breastfeeding equipment (without cost-sharing), affected breastfeeding outcomes. Methods. We used a regression-adjusted difference-in-differences approach with cross-sectional observational data from the US National Immunization Survey from 2008 to 2014 to estimate the effect of the…

The Effect of Minimum Wages on Adolescent Fertility
Objectives. To investigate the effect of minimum wage laws on adolescent birth rates in the United States. Methods. I used a difference-in-differences approach and vital statistics data measured quarterly at the state level from 2003 to 2014. All models included state covariates, state and quarter-year fixed effects, and state-specific quarter-year nonlinear time trends, which provided plausibly causal estimates of the effect of minimum wage on a…
