School and classroom effects on Daily Physical Activity (DPA) policy implementation fidelity in Ontario classrooms: A multi-level analysis
Findings from the study indicate the theoretical and practical importance of addressing classroom and teacher factors since they are most proximal to implementation fidelity to the policy. Several of these factors also reflect complex structural and organizational contexts, indicating that a systems approach to understanding and supporting DPA implementation fidelity is warranted
Taking Care' in Intercultural Research: Lessons From a Guatemalan Family Planning Study
Methodological and ethical aspects of intercultural research are frequently discussed in the literature. However, rarely are detailed examples given or practical suggestions offered, particularly in relation to qualitative enquiry. Drawing on global health qualitative research by an international team with indigenous women in Guatemala about access to family planning, this article highlights consequences of different research designs and implemen…
Evaluation of Daily Physical Activity (DPA) policy implementation in Ontario: Surveys of elementary school administrators and teachers
Findings from the surveys indicate incomplete policy implementation and a number of factors significantly associated with implementation fidelity. The results indicate a number of important implications for policy, practice and further research, including the need for additional research to monitor implementation and its predictors, and assess the impacts of study recommendations and subsequent outcomes of a reinvigorated DPA moving forward
Ten-year trends in overweight/obesity among Ontario middle and high school students and their use in establishing baseline measures for government reduction targets
Rigour and Feasibility in Tobacco Control Evaluation: Toward a Successful Reconciliation
The challenge of reconciling scientific rigour with feasibility is central to the goals of policy and program evaluation for tobacco control. Evaluations conducted in various settings are held to high standards of performance, and must also be considered feasible by program authorities and stakeholders. This article describes three recent examples from the field of tobacco control. Issues of context, relevance, and stakeholder participation in pl…
An Illustration of a Methodology to Maximize Mail Survey Response Rates in a Provincial School-Based Physical Activity Needs Assessment
Two mail surveys were conducted as a province-wide needs assessment to examine the opportunities for, barriers to, and participation in physical activity in Ontario elementary and secondary schools. Dillman’s Tailored Design Method (TDM) was used to maximize the quality of responses and the response rate. Both surveys entailed five mailings to key informants from randomly selected schools. The response rate among the 599 elementary and 600 second…
Challenges in assessing the implementation and effectiveness of physical activity and nutrition policy interventions as natural experiments
The Ontario (Canada) government has instituted a policy requiring elementary schools to offer at least 20 min of daily physical activity for students in Grades 1-8 and replace non-nutritious vending machine foods with healthier choices. These policy interventions represent 'natural experiments' offering unique opportunities for conducting research and evaluation. The use of natural experiments to contribute evidence on the effectiveness of policy…
Specialist or Nonspecialist Physical Education Teachers in Ontario Elementary Schools: Examining Differences in Opportunities for Physical Activity
Research supports the position that specialists are the preferred providers of physical education in elementary (primary) school settings. We examined whether specialists delivered more physical education lessons and provided greater opportunities for moderate and vigorous physical activity and whether barriers to curricular and extracurricular physical activity opportunities in Ontario elementary schools differed for specialist and nonspecialist…

Maximizing children’s physical activity: An evaluability assessment to plan a community-based, multi-strategy approach in an ethno-racially and socio-economically diverse city
An evaluability assessment was conducted to plan a community-based, multi-strategy approach to physical activity promotion (MSAPAP) to maximize young children's physical activity in an ethno-racially and socio-economically diverse city. This assessment involved consultation with various stakeholders to develop a program logic model to diagrammatically describe the MSAPAP. First, published literature regarding physical activity was reviewed to des…

Scientific rigor and community participation in health promotion research: Are they compatible?
An important challenge for those conducting health promotion research is to reconcile the competing demands of scientific rigor and community participation. To develop further the theoretical and empirical basis for health promotion, research needs to be scientifically rigorous in every aspect of conceptualization, design, implementation, analysis and interpretation. Another widely held perspective in health promotion research is that it should b…
