There's Safety in Numbers
Virtually all universities and colleges have policies and procedures for dealing with sexual harassment, but most victims do not report their experiences to officials. At the heart of many victims' reasons for not reporting is concern about their safety. There are also safety concerns for persons receiving complaints.
